How many rules for life can you remember?


A few hours after I had finished reading Jordan Peterson’s “12 Rules for Life: An antidote to chaos” I thought it might be interesting to see how many of his rules I could remember.
I remembered: stand up straight; use your past performance as a benchmark for comparison rather than other people; have meaningful objectives; don’t let your children do anything that makes you dislike them; be a good listener; be precise in your speech; tell the truth; and the one about setting your house in “perfect” order before you criticize the world. That is 8 out of 12. The rules are paraphrased as I remembered them rather than quoted directly.

I would not have much trouble explaining in terms of my own experiences why I remembered some of those rules. For example, the lessons that I had about 20 years ago in the Alexander technique left me with some knowledge of the links between posture, attitude and intention, as well as scepticism about the utility of the injunction to “stand up straight”. I remembered the rule about setting your house in perfect order before you criticize the world because I doubt whether anyone ever has their house in “perfect order”. I certainly have no intention of refraining from criticism of the views of “the radical left” until I get my house in “perfect” order.

The four rules that didn’t come readily to mind were: “treat yourself like someone you are responsible for helping”; “make friends with people who want the best for you”; “do not bother children when they are skateboarding”; and “pet a cat when you encounter one in the street”. The meaning of the last couple of rules is not self-evident. The one about skateboarding is mainly about encouraging boys to acquire manly virtues. The one about petting a cat seems to be about taking advantage of opportunities to notice that we live in a wonderful world, despite the suffering that is attendant upon existence. That is just my interpretation. As Nathan Robinson has noted, Jordan Peterson does not always abide by his own rule to “be precise in your speech”.

My purpose in revealing how many, or how few, of the 12 rules for life I remembered is to open discussion about the accessibility of the rules Dr Peterson has offered, rather than to confess the imperfections of my memory. A month, or so, after reading Peterson’s book a few cult followers will remember all his rules, but I doubt whether many other readers will remember more than 1 or 2 of them. That is because Jordan Peterson’s selection of rules seems arbitrary, and he has failed to organise them in a systematic way that might make them easily accessible.

The best way I can illustrate the arbitrary nature of Dr Peterson’s rules is by referring to the 12 rules for life that Russ Roberts developed for himself after interviewing Jordan Peterson. Although Roberts acknowledges that his list of 12 rules for life was inspired by Peterson - and there is a lot of overlap between the sentiments covered in both lists - they look quite different. There are also differences in emphasis. For example, the first rule on Roberts’ list, learn to enjoy saying “I don’t know”, might be implied by Peterson’s rules about telling the truth and listening, but in my view, he doesn’t give this rule as much prominence as it deserves. If other people can develop a different set of rules for life, it is reasonable to ask what would make Peterson’s list superior to one that might be drawn up during a brain storming session by any randomly selected group of people.  

Dr Peterson’s list of rules would be more memorable if they were related in an obvious way to a central organising principle. His book has underlying themes, but those themes are not evident in his list of rules. Perhaps someone could develop a mnemonic to help people remember the items on his list, but that would trivialize the whole exercise.

As I read through the 12 rules, the rule “pursue what is meaningful (not what is expedient)” strikes me as being of central importance. Dr Peterson’s offers several definitions of meaning, all poetic rather than precise.  The definition that seems to come closest to the central theme of his book is this one:

Meaning is the ultimate balance between, on the one hand, the chaos of transformation and possibility and on the other, the discipline of pristine order, whose purpose is to produce out of the attendant chaos a new order that will be even more immaculate, and capable of bringing forth a still more balanced and productive chaos and order. Meaning is the Way, the path of life more abundant, the place you live when you are guided by Love and speaking Truth and when nothing you want or could possibly want takes any precedence over precisely that” (p 201). 

That passage brings to mind an attempt I made a few years ago to understand the meaning of Dao. We can feel that we have some understanding of Dao, but it is difficult to be precise in our speech about it. My limited understanding left me feeling that it is wise to proceed with minimal rules, waiting to observe how things develop, and redirecting with minimal effort the things that are subject to our influence. I’m not sure that Jordan Peterson would agree.

If I push myself to be precise, what I would mean by pursuing what is meaningful, is pursuing what is important to you in the various domains of life.

In the personal domain we seek to understand what we know and what we don’t know, where we have been, where we are now, what we value, and what values we want to be expressed by the persons we are becoming. Our values determine our intentions, our attitudes and our posture. We want to improve, so we focus on our intentions in what we do, rather than our expectations of how we will perform based on how we have performed in the past. We measure our performance by comparison with our own past, rather than the performance of other people. We treat ourselves like persons we are responsible for coaching. We seek friends who want the best for us, providing encouragement and taking us to task as appropriate.

As regards interpersonal relations, we seek to place particular importance on authenticity and trustworthiness. We listen to what others have to say because they may know something that we don’t.  We seek to be precise and forthright in communication. We encourage our loved ones to behave in ways that will enable them to be widely liked and respected.

We approach the world with humility. We don’t seek to govern the lives of other people because we know the shortcomings in our governance of our own lives. We avoid the temptation to be over-protective of young people because they have to learn from experience how to take responsibility for their own lives.

So, that probably covers more than enough rules for life. If you can only remember one rule, the most important rule is to remember to do what is important.  That rule in particularly useful to remember when you find yourself falling into the trap of trying to avoid negative thoughts and feelings. Doing expedient things to make yourself feel better is likely to end up making your life more chaotic.

I would like to end this somewhat critical post by acknowledging that there is much that I like about Jordan Peterson’s “12 Rules for Life”. In fact, my main point is that it is unfortunate that the author has not found a way to make the messages of the book more memorable.

Is John Locke responsible for the failings of liberal democracy?



The liberalism that Patrick Deneen writes about in his recent book, Why Liberalism Failed, is the set of principles upon which liberal democracies are built. This set of principles encompasses the classical liberalism favoured by many who would like to reduce the dependence of citizens on government, as well as the progressive liberalism of those who see a role for government in supporting emancipative values.

In my view Deneen makes many good points. Having just finished reading and writing about The Meaning of Democracy by Vincent Ostrom I welcome Deneen’s further reminder that citizens of the United States (and other liberal democracies) no longer display the intense commitment toward democratic citizenship at a local level observed by Alexis de Tocqueville when he visited America in the 1830s. I welcome Deneen’s view that “politics and human community must percolate from the bottom up, from experience and practice”. I welcome his support for practices “that sustain culture within communities, the fostering of household economics, and ‘polis life’, or forms of self-governance that arise from shared civic participation”. I welcome his acceptance that the achievements of liberalism “must be acknowledged” and that we “must build on those achievements”. I also welcome that Deneen’s book is much easier to read than Ostom’s book.

Unfortunately, Deneen’s book is based on a monstrous error. The error I refer to is not directly linked to his criticism of globalization and technological progress, his forecast of growing inequality, or his fears about “rapacious exploitation of resources”. Some of what he writes on those topics is in error, but in my view those errors are balanced to a large extent by insightful comments about education and politics, and his acknowledgement that “there can be no going back”. (Deneen’s negativity about the modern world leaves me with a strong desire for an antidote. My desire to read Enlightenment Now, Steven Pinker’s latest book, has suddenly become more urgent.)

Deneen’s monstrous error stems from his mis-reading of John Locke:

Both Hobbes and Locke—but especially Locke—understand that liberty in our prepolitical condition is limited not only by the lawless competition of other individuals but by our recalcitrant and hostile natures. A main goal of Locke’s philosophy is to expand the prospects for our liberty—defined as the capacity to satisfy our appetites—through the auspices of the state. Law is not a discipline for self-government but the means for expanding personal freedom: ‘The end of law is not to abolish or restrain, but to preserve and enlarge freedom’.” (p 47-48).

Deneen has taken the quoted sentence about the “end of law” from John Locke’s Second Treatise of Government. However, in the paragraph from which the quoted sentence is taken, Locke was actually writing about the discipline of self-government rather than law provided “through the auspices of the state”. The paragraph begins:

The law, that was to govern Adam, was the same that was to govern all his posterity, the law of reason”.

Locke goes on to imply that everyone has to learn “the use of reason” before they can know where their “proper interest” lies. It is in the context of writing about “the law of reason” that Locke notes:

“the end of law is not to abolish or restrain, but to preserve and enlarge freedom: for in all the states of created beings capable of laws, ‘where there is no law, there is no freedom’ for liberty is to be free from restraint and violence from others”.

Locke implies that “the law of reason” is linked to norms of reciprocity: “for who could be free, when every other man’s humour might domineer over him”. See: Second Treatise of Government, para 57.

In The Nature and Purposes of Government: a Lockean View, Linda Raeder has carefully noted the vast difference between Hobbesian and Lockean views of the state of nature. While Hobbes saw the state of nature as a “war of all against all”, Locke saw it as being governed by natural law. Linda Raeder notes that Locke’s particular formulation of the law of nature “carried forward a longstanding tradition that ascribes an intrinsic moral dimension to human nature”.  According to that view all humans “possess an inherent ability to distinguish between right and wrong” and “every human being knows, as Locke says, that he is obliged, ‘as much as he can, to preserve the rest of mankind’.” (Raeder, loc 465)

Why do I view Deneen’s mis-reading of John Locke a monstrous error? If Deneen had read Locke more carefully he could not claim:

Liberalism rejects the ancient conception of liberty as the learned capacity of human beings to conquer the slavish pursuit of base and hedonistic desires” (p 37).

Nor could he claim:

“Liberalism’s ascent and triumph required sustained efforts to undermine the classical and Christian understanding of liberty, the disassembling of widespread norms, traditions, and practices, and perhaps above all the reconceptualization of primacy of the individual defined in isolation from arbitrary accidents of birth, with the state as the main protector of individual rights and liberty” (p 27).

If Deneen had not misread Locke his central thesis about the contradictions inherent within classical liberalism would fall apart. He could not claim:

“Liberalism has failed—not because it fell short, but because it was true to itself. It has failed because it has succeeded. As liberalism has “become more fully itself,” as its inner logic has become more evident and its self-contradictions manifest, it has generated pathologies that are at once deformations of its claims yet realizations of liberal ideology” (p 3).

If we want to understand why liberal democracy is becoming “a war of all against all” we need to understand why the norms underlying it are breaking down, despite the efforts of classical liberals to uphold them. Why is it that people now exercise less restraint in the demands that they make on others through the political process? Why is it that those whose tax payments fund transfers through the political process increasingly consider themselves to be exploited? We can’t blame John Locke, or his classical liberal followers for the failings of liberal democracy.

Despite my misgivings about Why Liberalism Failed I am grateful to Patrick Deneen for drawing attention to the importance of the exit rights advocated by classical liberals. In discussing how self-governing communities might emerge, he writes:

“For a time, such practices will be developed within intentional communities that will benefit from the openness of liberal society. They will be regarded as ‘options’ within the liberal frame, and while suspect in the broader culture, largely permitted to exist so long as they are nonthreatening to the liberal order’s main business” (p 179).

That is hardly a ringing endorsement for the exit rights that Locke and Jefferson helped to have recognized as core values of western civilization. Nevertheless, I am grateful for the opportunity to note that the author is pointing to a means whereby liberalism could transform itself rather than fail.

What kind of governance would emerge if we insisted that we are individually responsible for fashioning mutually beneficial relationships with others?


This post begins where the preceding post ended. I suggested there that conditions most favourable to human flourishing would emerge in “self-organizing and self-governing societies” in which each person “is first his or her own governor and is then responsible for fashioning mutually productive relationships with others”.  That is the description of self-organizing and self-governing societies provided by Vincent Ostrom in The Meaning of Democracy and the Vulnerability of Democracies (1997, p 84).

Ostrom argued that it is “within families and other institutional arrangements characteristic of neighbourhood, village, and community life that citizenship is learned and practiced for most people most of the time”. This is where people learn to be self-governing, by learning how to live and work with others. (p x)

He explained that in face-to-face relationships associated with activities entered voluntarily for mutual benefit people also learn to exercise power with others rather than power over others. The exercise of power with others implies a willingness to take account of the interest of others in "patterns of social accountability." The democratic form of governance that evolves under those circumstances is likely to be characterised by “mutual understandings grounded in common knowledge, agreeable patterns of accountability, and mutual trust” (p 287).

Vincent Ostrom’s views on the benefits of decentralized governance for human flourishing were based partly on the empirical research on governance arrangements conducted with Elinor Ostrom at the Workshop in Political Theory and Policy Analysis at Indiana University. Aspects covered in this research included urban policing, irrigation systems, and forest resource management. Lin Ostrom was awarded the Nobel Prize for her work showing that common pool resources could often be successfully managed by user associations.

The history of decentralized governance, particularly in the United States, also provided Vincent Ostrom with evidence that self-governing societies were practicable. He observed:

“The American federalists and Tocqueville were able to conceive how democracy as a form of government could be used to craft the architecture of authority relationships in ways that were constitutive of what could appropriately be conceptualized as self-governing societies. Such concepts drew on prior experiences in consti­tuting free cities, monastic orders, religious congregations, merchant soci­eties, craft guilds, associations among peasants, markets, and other pat­terns of human association” (p 280).

Why have many functions previously performed by voluntary associations and local government been centralized, leaving citizens to be passive consumers of services with no direct role in management? It is easy enough to identify who might benefit from centralization. Access to central pools of funding have offered service providers the prospect of higher pay. Bureaucrats have been offered vast opportunities for career advancement. Centralization of funding has offered many consumers the prospect of getting someone else to help pay for services they consume.

Centralisation of service delivery has also promised lower cost service provision resulting from scale economies. However, such benefits have been offset to some extent by inefficient work practices associated with centralized bureaucracies. Lower costs could have been achieved with greater certainty if decentralized governance had been retained, with service delivery contracted out to the private sector.

Some readers might suspect that Vincent Ostrom was a reactionary, vainly seeking a return to the village life of a bygone era. He is more appropriately viewed as a scholar seeking progress toward a science of citizenship. In the final chapter of this book he writes optimistically:

“A quest for conflict resolution consistent with the reestablishment of communities of associated relationships based again on precepts of covenantal relationships is the way for maintaining the covenantal character of self-governing societies through time and across generations. Such an approach is facilitative of innovations consis­tent with standards of enlightenment, freedom, justice, reciprocity, and mutual trust in patterns of order in human societies” (p 280).

It is hard to know how sufficient numbers of citizens might eventually decide to insist that assign­ments of authority under current legislation be made subject to challenge and contestation by groups who want to be self-organizing and self-governing. Perhaps this will emerge from the slow train wreck now occurring in bureaucracies of even the older-established democracies as they experience increasing difficulty in meeting the expectations of voters. To reduce costs, greater efforts may be made to provide social safety nets in a manner consistent with contestable service delivery. Increasing efforts may be made to involve community groups in service delivery. Volunteers, who are still active in many areas of service delivery, may seek greater involvement in decision-making. We may also see more community groups seeking to opt out of centralised provision of social services to obtain services more closely attuned to their requirements.

What kind of government is most likely to promote human flourishing?



One way to approach this question is to rule out those kinds of government that are least likely to enable people to live lives that they value.

We can begin by ruling out those kinds of government that exercise absolute power in a cruel and oppressive way. There is no need to explain why that kind of despotism is inimical to human flourishing.

If you ask yourself how we can avoid being ruled by a cruel and oppressive despot you will probably begin to sketch out some constitutional rules requiring fair elections and preventing concentrations of power in a few hands. There is a fair chance that the constitutional rules you specify would describe liberal democracy. So far so good.

However, some written constitutions that appear to embody ideals of liberal democracy end up as a façade for oppressive government. So, I have to ask myself why some experiments in liberal democracy been more successful than others.

Before I can attempt to answer that I need to explain what I have previously described as democracy’s basic problem – which could also be described as the tragedy of democracy because of its similarity to the tragedy of the commons (see my preceding post). Democracy’s basic problem arises because of inherent tendencies for the responsibilities of elected governments to expand beyond their capacity to cope. That results from a combination of two factors. First, the perceived benefits to individual voters of proposals for an expansion of government responsibilities in areas of particular interest to them exceed the additional costs they incur as a result of those proposals. Second, when an individual elector sees others declaring their support for political parties which promise additional spending or regulation in their particular fields of interest, it is natural for her to feel that her interests will likewise be better served by behaving similarly. (Democracy’s basic problem is further explained in Chapter 8 of Free to Flourish.)

Democracy’s basic problem could be expected to result in an ongoing expansion of government spending, an increasing regulatory burden constraining growth in productivity, higher tax rates on those least able to protect themselves politically (e.g. foreign investors) with adverse effects on investment incentives, and expanding fiscal deficits with public debt growing beyond the capacity of the government to service it.

Those trends obviously can’t continue indefinitely. At some stage, the government’s bankers will refuse to advance additional credit. That means that funds will no longer be available to fund social services or to pay government employees. Civil disorder is likely to ensue. It is open to speculation who the main characters will be in the next act, as the political theatre turns into a democratic tragedy. Voters may resort to electing demagogues whose policies will cause further deterioration in the economy. In the final act it is quite common for the generals to take over the reins of government to restore order.

Thus, on the basis of that reasoning it might appear that democracy is unlikely to be a sustainable form of government over the longer term.

So, how come some democracies have survived for well over a century?

One possible explanation, which could be described as the Schumpeterian explanation, after the economist Joseph Schumpeter, is that this has been achieved by constraining democracy to ensure that “the effective range of political decision should not be extended too far”. (Again, there is more discussion of this in Chapter 8 of Free to Flourish.)

Another possible explanation (not adequately discussed in Free to Flourish) is that the culture of some countries has fostered normative conditions that have prevented democracy’s basic problem from emerging with irresistible force. In his book, Why I, too, am not a conservative, James Buchanan identified two norms that underpin liberal democracy:

·         that a sufficient proportion of the population can make their own choices and prefer to be autonomous rather than dependent on others; and

·         that a sufficient proportion of the population enter relationships with others on the basis of reciprocity, fair dealing and mutual respect.

The first norm needs to be met for people to be able to cast their votes to achieve outcomes that they prefer, whilst exercising restraint in the demands that they make on others through the political process. The second norm needs to be met to ensure that those who depend on transfers from the public purse do not consider those transfers to reflect successful exploitation of others through the political process, and that those whose tax payments fund those transfers do not consider themselves to be exploited.

Buchanan concluded:

Generalized or widespread failure of persons to adhere to these norms, along with widespread recognition that others also disregard the standards, will insure that the liberal order itself must fail, quite independently from any institutional safeguards.” (p 28)

As early as the 1830s, Alexis de Tocqueville expressed similar concerns in Democracy in America about the implications for democracy of the emergence of a culture of dependence on government.  In his discussion of the “sort of despotism that democratic nations have to fear” he suggested that democratic governments might take upon themselves full responsibility for the happiness of citizens, reducing each nation “to be nothing better than a flock of timid and industrious animals, of which the government is the shepherd”.  Tocqueville remarked:

It is indeed, difficult to conceive how men who have entirely given up the habit of self-government should succeed in making a proper choice of those by whom they are to be governed; and no one will ever believe that a liberal, wise, and energetic government can spring from the suffrages of a subservient people. … The vices of rulers and the ineptitude of the people would speedily bring about its ruin … ” See: Democracy in America, Book 4, Chapter 6.

Tocqueville doesn’t seem to have mentioned norms of reciprocity (or even adherence to the golden rule) explicitly as one of the factors that had led to maintenance of democracy in America, but he emphasised the importance of “the manners and customs of the people” and “the whole moral and intellectual condition of a people”.

Vincent Ostrom commented as follows:

In light of the meaning to be assigned to the manner and customs of the people, we can understand why Tocqueville identified religion as the first of their political institutions even though religion took no direct part in the government of society. The place of religion was important to the whole moral and intellectual tradition of a people when complemented by the place of families, friends, neighbors, and schooling in the shaping of what might be called "habits of the heart and mind." The place of habits of the heart and mind is critical to the possibility that societies of men might establish systems of governance appropriate to the exercise of reflection and choice as ways of coping with problems of conflict and conflict reso­lution.” Vincent Ostrom, The Meaning of Democracy and the Vulnerability of Democracies, p 14.

Most readers will probably have gathered by now that I think that adherence to the norms that underpin liberal democracy has now diminished to such an extent that this form of government is in deep trouble, even in the western countries where it has been sustained most successfully in the past. So, we are faced with an ongoing struggle to avoid a democratic tragedy, with adverse implications for human flourishing.

However, such prognostications don’t help us much in answering the question I began with. The best way to move toward an answer, it now seems to me, is to follow the lead of Vincent Ostrom and to ask what forms of governance are likely to emerge when it recognized that each person “is first his or her own governor and is then responsible for fashioning mutually productive relationships with others” (p 84).

Where is the best place to live?

Over the last few months I have had personal reasons to ponder this question. My wife and I decided that the time had come for us to move closer to family and downsize.

I can’t claim that I reviewed research relating to the question in a systematic way before we decided where we should live. However, I have been reading and writing about happiness research for over a decade, so that probably had some influence.
Since we made our decision I have read some of the more recent literature on the impact of happiness of location. Perhaps my recent reading could be explained in terms of seeking additional evidence to support the decision we have made, but I do find the topic intrinsically interesting.

My intention here is to discuss research findings on the impact of location on happiness rather than to attempt to justify our decision.  Relocation decisions made by different individuals and families obviously need to reflect their differing values and changing priorities at different stages of life.

If you do an internet search on “happiness best place to live” one of the first items to come up is likely to be an article telling you that according to a major Gallup poll, Hawaii is the U.S. state with the highest well-being ranking, with the top score in the physical, financial and community categories. If you search for the cities that are the best places to live, you are likely to find articles based on Gallup polls which suggest that the cities that score highest are near the ocean. When you read on you find that there is more involved than just beachside living. Research by Andrew Oswald has shown that average life satisfaction levels in different places closely correlate with objective measures of the quality of life – as measured sunshine hours, congestion, air quality etc.

Survey data on the happiness of people in different federal electorates in Australia suggests that many of the happiest electorates in Australia are not close to the coast (although the New South Wales south coast electorate of Gilmore, where we have lived for the last 12 years, is among the top five). Some of the unhappiest electorates in the country are in suburban Sydney. Some headlines claiming that major cities create unhappy Australians prompted me to write sceptically on this topic a couple of years ago. I suggested that current life satisfaction is not the only important consideration in making location decisions. Many families face trade-offs between current and future life satisfaction.

I recommend that people considering a move should also read an article by Brad Waters in Psychology Today which draws upon the insights of Daniel Kahneman to make the point that life satisfaction is influenced by many factors other than location. He suggests that people considering relocation should ask themselves: “Does a move satisfy those factors or does it temporarily distract us from satisfying them?”

There is evidence of substantial benefits from living in a location where it is possible to see family and friends frequently. For example, research by Nick Powdthavee, undertaken about a decade ago, suggested that the benefits of seeing relatives and friends “most days” rather than “less than once a month” was greater than the benefit of getting married and was sufficient to compensate for about two-thirds of the happiness loss from such events as unemployment or going through a separation.

A couple of years ago when I wrote about the link between happiness and nature connectedness I speculated that some part of the correlation between nature connectedness and happiness is associated with “feeling connected”. Feeling connected to nature might be similar in that respect to feeling connected with family, friends or community.

Evidence continues to accumulate that actual contact with the natural environment has positive benefits for health and happiness. For example, a study conducted by Simone Kuhn (and others) for the Max Planck Institute for Human Development (discussed in this Forbes article) found that city dwellers who live near forests were more likely to have healthy amygdalas and thus better able to manage stress, anxiety and depression. A study by Chris Neale (and others) using mobile EEG has found that when walking in urban green space old people had a higher level of engagement and lower levels of excitement than when walking in both busy urban commercial streets and quiet urban space. The authors concluded that the urban green space seemed to have a restorative effect on brain activity.

An article by Ming Kuo has identified 21 plausible pathways linking nature to human health and has postulated that one pathway, enhanced immune functioning, may be of central importance.

Thoughts along those line prompted me to begin reading The Secret Life of Your Microbiome, why nature and biodiversity are essential to health and happiness, by Susan Prescott and Alan Logan. Perhaps I will write more about that later.

Meanwhile, my bottom line is that, other things equal, it might be a good idea to find a place to live where you can spend a fair amount of time in the natural environment with family and friends. Unfortunately, many people in this world do not currently have the luxury of making that choice.

So, what is the problem with tolerance?


Anyone who claims to be in favour of individual liberty must view tolerance as a virtue. If you favour a political/legal order in which adult humans are responsible for managing their own lives, you must accept that this requires you to tolerate conduct that you don’t approve of, provided those responsible for that conduct do not interfere with the rights of others. Tolerance is a core value of western civilization. John Locke provided a powerful defence of tolerance in A Letter Concerning Toleration (1689) which was written in defence of religious freedom in the aftermath of the English Civil War.

Tolerance is strongly related to the Golden Rule, to treat others as you would wish to be treated. Since all the major world religions subscribe to a version of the Golden Rule, it is not difficult for people from many different cultural heritages to understand the virtue of tolerance. Nevertheless, intolerance is still rife in many societies. For example, it is only too obvious that the injunction in the Islamic version that people should desire for their brothers what they desire for themselves, is not always interpreted to require tolerance of unbelievers.

The problem with tolerance, as Linda Raeder has explained in The Transformation of American Society, is that its meaning has tended to stray from the traditional definition: 
"The traditional definition of tolerance, according to Merriam-Webster, is the “capacity to endure pain or hardship; sympathy or indulgence for beliefs or practices differing from or conflicting with one’s own.” In other words, throughout most of Western history, tolerance has implied “putting up” with something that causes one pain, enduring something that one personally dislikes or of which one personally disapproves. A person does not “tolerate” beliefs or behavior that he enjoys or finds praiseworthy but rather those he finds somehow offensive or repugnant. In the social and political sphere, tolerance thus means permitting other people to think and behave in ways that one personally finds objectionable, distasteful, or even morally wrong."

The definition in the Concise Oxford dictionary (1982 edition) is similar, and includes explicit mention of “forbearance”.

The change in meaning that Linda observes in that in the context of contemporary multiculturalism toleration has come to mean accepting without judgment. She suggests that members of contemporary U.S. society have been taught that meaning by both popular culture and formal education at every level, from kindergarten to post-doctoral training. She goes on to observe:

"One consequence is a disturbingly passive generation that seems incapable of making, certainly reluctant to make, moral judgments of any kind. Young people have been taught that to make such judgments is “intolerant” of other “perspectives.” Self-censorship has become habitual among students shaped by Multicultural education, the mind unfamiliar with conceptual and moral discrimination. To exercise the capacity for critical evaluation - to “judge” - is regarded as wrong, intolerant."

I suspect that debasement of the meaning of tolerance has gone just as far in Australia as in the United States. In his CIS report, No Ordinary Garment? The Burqa and the Pursuit of Tolerance, Peter Kurti suggests that the contemporary exercise of tolerance often “avoids engaging in judgements about relative values” and “amounts to little more than a position of indifference to views and opinions”. He refers to the muting of criticism to the point where all behaviour is considered beyond judgment as ‘reverse zero- tolerance’.  He notes that reverse zero-tolerance admits no discretion as to the moral value of the position in question, including the acceptability of religious or cultural practices such as wearing a burqa.

How should we react to the debasement of the meaning of tolerance? Should we allow the advocates of cultural permissiveness to hijack the term in the way that advocates of collectivism hijacked ‘progressive’?  I am a person who advocates the progress of societies to provide greater opportunities for individual human flourishing, but I would rather not be labelled as a progressive. I wonder whether a time will come when I object to being described as tolerant.

In my view, it is important to preserve the traditional meaning of tolerance in order to be able to distinguish between behaviour that we judge to be unwise, immoral or likely be inimical to the flourishing of the individuals who indulge in it, and behaviour that we cannot tolerate and seek to prevent. There are more appropriate labels to describe the cultural relativists and ethical agnostics who argue that we should refrain from making judgements about the cultural practices and behaviour of other people.

As noted earlier, for anyone who claims to be in favour of individual liberty the dividing line between tolerance and intolerance is set at the point where behaviour infringes the rights of others.

It seems reasonably clear that a woman who wears a burqa is not infringing the rights of others. Unfortunately, I have to admit to being among those who feel uncomfortable when I see women wearing the burqa on the streets of Australia. It is possible that some of the women who wear the burqa do so as an act of religious piety, but I suspect that most are making a political statement to the effect that they are opposed to the cultural norms of this country. It might be their intention to make people like me feel discomforted by their apparel. But no-one has a right to be protected from feeling discomforted by the behaviour of others. Feeling discomforted is a lot different to feeling threatened. We can tolerate the burqa, in the same way we tolerate people with green hair and those who use profanities with the intention of offending us.

Some religious and cultural practices cannot be tolerated because they infringe the rights of other people. The list obviously includes acts of violence, including terrorism, honour killing and violence against children e.g. genital mutilation. It also includes threats of violence.

Of course, Australian legislators have not confined their activities to protection of individual rights. There is a vast amount of government intervention that seeks to influence the way people live their lives. Some of this can be justified on the grounds that it provides people with better opportunities than would otherwise be available to them e.g. public funding of education to help children to acquire useful skills. We should not tolerate children being prevented from accessing such opportunities as a consequence of the cultural traditions of their parents.

The Australian prime minister, Malcolm Turnbull, recently announced plans to strengthen the citizenship test to ensure that people granted citizenship share Australian values. Interestingly, a discussion paper that has been released by immigration department to promote public discussion of the issues doesn’t actually mention tolerance. I don’t see that as a problem. It is fairly clear that the main aim of the exercise is to avoid giving citizenship to people who can’t tolerate us -  those who seek to undermine our society.

There is not much that is peculiarly Australian about the “Australian values” listed in the discussion paper. The paper notes:

Ours is a society founded on a liberal-democratic tradition in which the fundamental rights of every individual are inviolable”.

I can’t quote that without observing that it is aspirational rather than a description of current legislative practice in Australia. The important point is that those aspirations reflect the values of western civilization. Some might feel bemused that when attempts are made to identify Australian values what we end up with is a statement of the values of western civilization. But that is highly appropriate.  That is our cultural heritage!

Even when we attempt to use common Australian colloquialisms to describe our values we end up talking about the values of western civilization. Some people equate the “fair go” ethos with egalitarianism. I suspect many Australians would be suspicious of such terminology, but if you ask them whether giving people a fair go means recognizing that all people have equal rights, they would be likely to agree. That is what egalitarianism actually means, according to my old Concise Oxford as well as the Macquarie dictionary. Most Australians like to think that they take fairly seriously the idea that people deserve to be treated as equals in terms of their fundamental worth. Giving individuals a “fair go” entails, among other things, being tolerant of their conduct provided they don’t interfere with the rights of others.

What will government look like after the fourth revolution?

“Democracy in Australia is sinking into a self-destructive spiral. The sickness at its heart is the demise of individual responsibility and expecting more from the state when the national interest says state responsibilities should be cut, not increased. Our democratic system now works to undermine economic progress.”

That is how Paul Kelly, Australia’s most widely respected journalist, concluded an article in The Australian a few weeks ago. The article entitled “Crisis time: We can take a stand – or solve a problem” (probably gated) was published on March 29.

As far as I can see there hasn’t been much public reaction to this article. Only a small proportion of the population read articles of this kind, and most readers would still feel complacent about the Australian economy and the future of democracy in this country. It will become easier to convince people that they should be alarmed about the self-destructive spiral when the crash is imminent. The malfunction began over a decade ago and it might be another decade, or more, before crunch time.

Some other informed commentators take a more optimistic view than Paul Kelly. For example, Gary Banks, former chairman of the Productivity Commission, acknowledges that policy development is now a problem. He has suggested the a “loss of policy capability within government – Commonwealth and State - is palpable and multidimensional”. He is hopeful, nevertheless, that the problem can be ameliorated by improvements to policy-making processes:
Yet, if this diagnosis is correct, there is hope. Unlike the adverse changes evident in our parliaments and media, changes which are arguably reflective of changes in society itself, the decline in capability is not irreversible. Unless it is turned around, however, we cannot tell whether reform has truly become ‘too hard’, as many now seem to assume”.

A few years ago I was similarly optimistic. I still support efforts to improve policy capability within government. I agree with Gary that improvements to the policy-making system are an essential pre-condition for improvements in policy. However, I doubt whether much economic reform will be achievable until we see substantial changes in the rules of the political game that will provide political representatives with appropriate incentives to pursue the broader interests of the community, rather than the narrow interests that too many of them currently seek to protect. And, unfortunately, that seems unlikely to occur until a major economic crisis is upon us.

In his article, Paul Kelly drew inspiration from The Fourth Revolution: The global race to reinvent the state, by John Micklethwait and Adrian Wooldridge. 









The authors of this book make a case that western societies have seen three and a half revolutions in government over the last four centuries:
  • The rise of the nation state in 17th century Europe. Europe’s network of competing Leviathans threw up a system of ever-improving government.
  • The rise of the liberal state in the 18th and 19th centuries following the American and French revolutions.
  • The advent of the welfare state in the 20th century.
  • And the half revolution in the 1980s, associated with economic reforms promoting a partial return to classical liberalism in a few countries.


This history of the revolutions in government seems broadly accurate. Micklethwait and Wooldridge associate each of these revolutions with a notable contributor to ideas about government. In sequence, the four revolutionary thinkers they chose were: Thomas Hobbes, J S Mill, Beatrice Webb and Milton Friedman. It is possible to quibble about that choice, but I will refrain. I want to focus here on what the authors have to say about the fourth revolution.

The authors argue that the fourth revolution is occurring as a result of a confluence of three forces: failure, competition and opportunity.
  • The West has to change because it is going broke:“Debt and demography mean that government in the rich world has to change. … For the foreseeable future the Western state will be in the business of taking things away – far more things than most people realize”
  • Competition from the “Asian alternative” is prompting change:“Chinese-oriented Asia offers a new model of government that challenges two of the West’s most cherished values: universal suffrage and top-down generosity. This ‘Asian Alternative’ is an odd mixture of authoritarianism and small government, best symbolized by Singapore’s long-term ruler, Lee Kuan Yew”.
  • There are opportunities to “do government” better: “New technologies offer a chance to improve government dramatically, but so does asking old questions such as the most basic question of all: “What is the state for?”


So, what will government look like after the fourth revolution? The authors would like to see greater individual liberty emerging as a consequence of reforms that reduce government spending and relieve governments of some of their responsibilities. I would too, but we need to be careful not to confuse what we hope will happen with what we see as most likely to happen.

Micklethwait and Wooldridge published their book a couple of years ago, but it was apparent even then that many voters were becoming cynical about politicians representing the mainstream political parties. The European Union had become a breeding ground for populists who were speaking out against “incompetent and arrogant elites”. Even then, that cynicism was also apparent elsewhere. The authors suggested:
Such cynicism might be healthy if people wanted little from the government. But they continue to want a great deal. The result can be a toxic and unstable mixture: dependency on government on the one hand and disdain for government on the other”.

Perhaps the victories that the populists appear to be winning at the moment will cause the elites to become less complacent, and less incompetent and arrogant. The political cycle may be turning, as Tyler Cowan suggested in The Complacent Class (recently discussed here). Over the longer term, the elites may come to embrace dynamism, rather than protection of their professional turf, so we might see the battle lines being drawn more clearly between dynamism and stasis. That might correspond broadly to Tyler Cowan’s depiction of the political battle as between talent (human capital) and authoritarianism, stemming from underlying fears of disruption. Since this is also a battle between talented young people and fearful old people, in my view the odds favour talent in the longer term.

It would be easier to predict what government will look like after the fourth revolution if some western democracies provided models of a successful revolution in government. Micklethwait and Wooldridge suggest that reforms in Sweden, necessitated by economic crisis, have produced “a highly successful update of the old middle way”. New Zealand provides a model of what effective government can achieve following a natural disaster. The response to crisis in Sweden and New Zealand provides better protection for citizen’s rights than would adoption of something like Lee Kuan Yew’s model of technocratic government. However, democratic government in Sweden and New Zealand might well revert, within a few years, to taking upon itself more responsibilities, until another economic crisis ensues.


It seems to me that the fourth revolution is likely to involve changes in the rules of democratic politics. This might require constitutional change in some countries, but revolutionary change might be possible in Australia and other countries similarly afflicted by voter cynicism and political fragmentation, if the major parties were to adopt a convention for accountable government. What I have in mind is that the major parties should agree that whichever party wins government has a mandate from the people to implement the tax and expenditure policies it has taken to the election. What could be more democratic than that?

How did the culture of growth evolve?

There can be little doubt that a change in attitude toward nature and the ability to harness it to human needs, that occurred among an educated elite in Europe in the period 1500 to 1700, paved the way for the industrial enlightenment in Britain, and the subsequent economic growth that has since benefited much of the world’s population. Joel Mokyr’s recent book, A Culture of Growth: The origins of the modern economy, explains that change of attitude in terms of cultural evolution.

Since cultural evolution involves individuals in making choices that change their beliefs, values and preferences it might be expected to be a gradual process. However, Mokyr uses cultural evolution to explain the large, discontinuous change in attitudes that occurred in Europe by pointing to: factors causing resistance to such change throughout the world; factors specific to Europe leading to a weakening of such resistance; and specific change agents espousing the cultural change that occurred. At the risk of over-simplifying the author’s scholarly efforts I will attempt to outline his thesis below.

Early modern Europe was a deeply religious age. The great Thomist synthesis, in which Christianity was merged with Aristotelian physics and metaphysics became a deeply entrenched dogma. The prevailing culture discouraged potential innovators from openly challenging this dogma. Science had previously flourished during some periods other parts of the world. It flourished in the first centuries of Islam, but was subsequently held back by mystical religious dogmas. It flourished in China during the Tang and Song dynasties (618-907 and 960-1127), but stagnated during the Ming and Quing dynasties (1368-1644 and 1644-1911) when institutions such as the imperial service examination system served to discourage intellectual innovation.

Political fragmentation is the specific factor which led to a weakening of resistance to intellectual innovation. In the context of the ongoing cultural unity of Europe, political fragmentation made it possible for intellectuals whose ideas were suppressed in one jurisdiction to continue their work elsewhere. The ubiquity of the printing press made a mockery of prohibitions on books by rulers of particular states. The rulers of different states sought to enhance their prestige by competing with one another to attract citizens with academic or other skills. 

The third element of the evolutionary story is the work of cultural entrepreneurs, particularly Francis Bacon (1561-1629) and Isaac Newton (1643-1727). Joel Mokyr emphasises that Bacon’s contribution should be assessed in terms of his rhetorical contribution to cultural change rather than his specific contributions to science. Bacon challenged the traditional orthodoxy by emphasizing the potential for the “sacred duty” to improve the material conditions of life to be aided by knowledge gained from experimentation. He argued that knowledge ought to bear fruit in production.

Isaac Newton promoted the view that the universe is mechanistic and understandable and that the role of science is to establish empirical regularities. He also argued that this knowledge should be used for the material benefit of mankind.

The educated elite in Europe – members of the so-called Republic of Letters – looked upon Bacon and Newton as the most influential thinkers of their age. The Republic of Letters set up norms and incentives that supported the market place of ideas. Participants were expected to reply to letters, disclose findings and data truthfully and acknowledge intellectual debts. The main payoff for successful scientific efforts was enhanced reputation. Evidence and logic were needed to back up assertions in order to win acceptance for new ideas. Scepticism provided the basis for advances in codified knowledge.

In Britain, the Puritans were particularly impressed by Francis Bacon’s writings. They were deeply attracted to experimental research. The systematic study of God’s creation was seen to be the closest a Calvinist could get to understanding an inscrutable deity. The study of nature was seen to have potential to instruct interpreters of the scriptures. The Puritans saw a great deal of virtue in “good works”, which they associated with labour that was useful and profitable in a worldly sense. What we call leisure, the Puritans viewed as idleness. They regarded education in physics, science, mathematics and languages as deeply virtuous.

The Puritans showed little concern for improving institutions in ways that would benefit economic growth, but in their stress on empirics and the practical use of knowledge they constitute “an essential link between the early followers of Francis Bacon and the Industrial Enlightenment of the 18th century” (which Joel Mokyr wrote about in The Enlightened Economy). During the later Enlightenment period, science was, of course, able to “shed religion and advance on its own steam”.

In this brief review I have focused on the bare bones of Joel Mokyr’s model of cultural evolution. Readers interested in a broader perspective, should read Deidre McCloskey’s review. McCloskey’s important trilogy of books in this field also emphasise the importance of rhetorical contributions in promoting a culture of growth, but seem to imply that literature’s role in changing attitudes toward business made a greater contribution than Bacon’s cultural entrepreneurship in the field of science.  I mention this just to acknowledge that history can be complicated.

I find it difficult to read a book like A Culture of Growth without wondering what the implications it might have for the future. My reading of the history of the industrial enlightenment (sometimes still referred to as the industrial revolution) has previously made me think about the links between cultural change and economic policy reform. One might think that if a cultural evolutionary framework can help us to think about the past it should also be able to help us to think about the future. However, such models can only provide a framework. As Joel Mokyr emphasises models of cultural evolution are contingent rather than deterministic:
“In other words, they force us to recognize that things could have turned out differently than they did with fairly minor changes in initial conditions or accidents along the way” (p 232).

Hopefully, the “accidents” that  the world is currently experiencing will not destroy the culture of growth.

Does stasis now make more sense than dynamism?

It is now about 18 years since Virginia Postrel suggested in The Future and Its Enemies that our political, intellectual and cultural landscape was increasingly being defined by “stasis” and “dynamism”:
How we feel about the evolving future tells us who we are as individuals and as a civilization: Do we search for stasis – a regulated, engineered world? Or do we embrace dynamism – a world of constant creation, discovery, and competition?

The author was writing about the United States, but the ideas in her book have much wider application. The old political divisions seem to breaking down all over the world. On many issues there is not much political distance between social reactionaries, green reactionaries and technocrats. The social reactionaries yearn for the kind of world our parents lived in, green reactionaries yearn for a premodern society and technocrats fear change that is not managed by governments. They all see virtue in government regulation of innovation. As a result, we see strange alliances forming on issues such as fracking.

By contrast, dynamists share beliefs in a spontaneous order. They emphasize individual flourishing and individual responsibility, and the possibilities for progress that emerge when people are free to experiment and learn. They care about “protecting the processes that allow an open-ended future to unfold”.

Virginia suggested that dynamists don’t yet share a political identity. She notes that they may view themselves as libertarian, progressive, liberal or conservative. That still seems to be true. Many dynamists eschew politics. Of those who take an interest in politics, people who see themselves as libertarians or classical liberals would have least objection to being labelled as dynamists - if they understand what the label is intended to mean.

Misunderstanding of the meaning of ‘dynamist’ might be a problem. To the uninitiated, the word could appear to refer to history’s hastening agents who seek to activate what they perceive as ‘historical forces’ to achieve a particular vision of future society. I can’t think of a positive word that adequately captures the idea of allowing an open-ended future to emerge. A new word might be required: e.g. ‘catallaxist’ - a believer in catallaxy, or spontaneous order.

Advances in technology have helped those who believe in spontaneous order to achieve some important victories over the last 18 years. For example, the emergence of services such as Uber are helping to break down regulation protecting incumbent service providers.

Yet, on balance, it looks to me as though the stasists have been winning the economic policy debate. In the aftermath of the GFC, deregulation has often been perceived as a cause of economic crisis, overlooking the effects of the regulatory environment in encouraging some financial institutions to believe that they were too big to be allowed to fail. The actions of some leaders of the economics profession in distancing themselves from market liberalisation policies has lent weight to populist demands for a return of stasist policy prescriptions.

As I see it, identifying myself as a believer in spontaneous order does not involve an ideological commitment never to advocate government intervention under any circumstances. It has to do with where the onus of proof should lie. In the case of migration, for example, I would argue that the onus should be on those favouring restrictions on international movement of people to justify why such restrictions should exist. It is argued that free international movement of people is incompatible with welfare systems in which immigrants can qualify for social assistance, but it is not obvious why immigrants should qualify for social assistance.  A more persuasive argument immigration restrictions can possibly be mounted in terms of potentially adverse social consequences of a large influx of migrants with different cultural traditions.

Similar considerations apply in relation to new technology. It is easy to mount a persuasive argument for regulatory restrictions on access to nuclear technology, but that is obviously an extreme example. Some statists have argued that innovations in home entertainment should be regulated to avoid adverse social impacts, but they imply that individuals are not capable of learning how to make sensible decisions for themselves and their families about use of new technology. Some of us had difficulty in making good decisions about use of our leisure time following the introduction of television, but that is not a powerful argument for the government to make such decisions for us. Of course, as suggested by Daniel Lattier, we have a responsibility to learn to use technology wisely, i.e., temperately. Similar considerations have applied in many aspects of life, e.g. food, beverages, sex, since ancient times.

How should we view decisions about whether to enhance brain power with neural lace? I ended a recent post on this topic suggesting that neural lace will not be worth having unless it can be developed in such a way as to enable humans to protect the privacy, autonomy and responsibility that is integral to their individual flourishing. I should have added that the decision to have a neural lace implant will be best left for individuals to make for themselves. Anyone wants to argue that choosing to use some particular form of neural lace would be tantamount to selling oneself into slavery, is of course free to try to make a case for regulation or prohibition.

My reading about potential consequences of artificial intelligence (see blog posts here and here) has left me feeling somewhat more cautious about new technology, but that does not mean that stasis now makes more sense than dynamism. Virginia makes some relevant points. She acknowledges: “the open-ended future can be genuinely scary, the turmoil it creates genuinely painful”. However, she follows with the observation:
“Statist prescriptions … stifle the very processes through which people improve their lives – from the invention of new medical treatments to the creation of art. In their quest for stability, statists make society brittle, vulnerable to all sorts of disasters”.


Like other technological innovations, the advent of super-intelligent machines has potential to expand the possibilities for human flourishing. It will also expand the range of technology by which the flourishing of individual humans could be threatened by other entities, including governments.  New technology will not alter the fundamental principle of liberalism and that adult individuals should be free to flourish as they choose, provided they do not interfere with the rights of others.

Will neural lace save us from the super-intelligent robots?


If neural lace sounds like something out of a science fiction novel that is probably because that is where the idea originated. A couple of months ago, however, a group of scientists published a paper about injecting an ultra-fine mesh into brains to create neural lace. The mesh has been tested on mice, which survived the implantation and are thriving. Suggested uses for neural lace include “monitoring brain activity, delivering treatment for degenerative disorders like Parkinson’s, and even enhancing brain capabilities”.

In terms of economics, innovations to enhance brain capabilities seem to have many characteristics in common with other innovations. It seems reasonable to expect that, as with other successful technological advances, entrepreneurs developing the technology will initially be able to charge a high price for it. As suggested by Anders Sandberg, of the Future of Technology Institute at Oxford, the price of some brain enhancements (pills and gadgets) can be expected to fall as a result of competition, while the price of service-heavy enhancements (genetic engineering) is more likely to stay expensive. On that basis, there could be potential for the price of neural lace to fall fairly rapidly and for it to become widely used within a few decades, if it offers substantial benefits to users.

 Another reason to expect the price of neural lace to fall rapidly is that research in this area is likely to be undertaken in several different countries. It seems unlikely that the government of any one country will be able to protect the rents of entrepreneurs who develop the technology by suppressing international competition for a prolonged period.

Elon Musk’s proposal to develop neural lace to prevent humans becoming house pets of intelligent machines provides a further reason to expect neural lace to be priced for the mass market. Elon has several other highly ambitious projects on his plate, but he seems willing to add neural lace to the menu. His attitude: “Somebody’s got to do it. If somebody doesn’t do it, then I think I should do it”.

Elon Musk established OpenAI as a not-for-profit venture, so his neural lace project would presumably not be aimed at maximizing shareholder value. Perhaps Elon can attract sufficient potential investors (or donors) to be able to fund the necessary research and development.

So, why not join Elon’s fan club and help him begin work on neural lace as soon as possible to save our descendants from the robots? Michael Cook, a bioethicist, has given three good reasons to proceed cautiously:
“Take privacy. If you can hack a computer, you can hack a brain. Integrating your memories and cognitive activity with the internet allows other people to see what you are doing and thinking 24/7 — a kind of upscale parole bracelet.
Take autonomy. In our culture, this is the most cherished of our personal values. But once brains are integrated into an information network, they can be manipulated in increasingly sophisticated ways. And since technology always serves its owner, we could easily become the tools of Google or the government.
Take responsibility. There might be no crime, as the neural lace could shut down the ‘hardware’ whenever passions threaten to overwhelm social norms – as defined by the network.”

Elon Musk’s claim that humans are already cyborgs should be rejected. The fact that we, as individuals, may have a presence on social media does not mean that we have ceased to be uniquely human. Individuals can have brain implants and still be uniquely human.

Neural lace will not be worth having unless it can be developed in such a way as to enable humans to protect the privacy, autonomy and responsibility that is integral to their individual flourishing.
