Why read a book providing advice to radicals?


I doubt whether many people would consider me to be a radical, even though I look forward to the withering away of the state as the social singularity subverts government activities. My views about politics have been most strongly influenced by people who were once considered to be radicals, including John Locke and Adam Smith, but these days people who hold such views are more likely to be described as conservatives. Following Friedrich Hayek, I reject the conservative label because I am strongly opposed to the use of the powers of government to resist spontaneous social change.

I have been reading Derek Wall’s book: Elinor Ostrom’s Rules for Radicals: Cooperative alternatives beyond markets and states. My main reason for reading the book was my previous advocacy, on this blog, of Elinor Ostrom’s approach to discussion of economic and social issues as a means of promoting dialogue across ideological divides. Elinor Ostrom argued that instead of presuming that individuals sharing common pool resources will inevitably experience the tragedy of the commons, we should leave ideology aside and seek to learn from experience why some efforts to solve commons problems have succeeded while others have failed. I suggested that if we apply Elinor Ostrom’s research methodology to national politics we should also seek to learn from experience why some countries have been more successful than others in coping with the tendency of interest group activity to have wealth-destroying impacts that are analogous to over-fishing.

Derek Wall describes himself as a “left-wing member of a Green Party”. When I started reading the book I didn’t expect to be able to endorse it as suitable reading for anyone other than people who self-identify as having radical views, or have some desire to be able to have a dialogue with radicals. The fact that I endorse it as worthwhile reading for a wider audience illustrates the potential for Elinor Ostrom’s views to have wide appeal across the ideological spectrum. The nonpolemical tone of the book is a credit to the author. The deep impression that Elinor Ostrom’s views have had on Derek Wall will be obvious to everyone who reads the book.

The rules for radicals that Derek Wall has derived from Elinor Ostrom’s writings are listed below, with some brief explanation summarised from the book:

1. Think about institutions. Economic activity is shaped by institutional rules. Formal rules are less important than the “dos and don’t that one learns on the ground that may not exist in any written document”.

2. Pose social change as problem solving. Those who look at politics and economics in an abstract way often fail to deal effectively with particular issues.

3. Embrace diversity. Polycentricism promotes good decision-making. The idea of a god-like leader or committee with perfect information is a myth.

4. Be specific. Move from slogans to analysis. Keep asking what can we specifically do in a specific context.

5. Listen to the people. People who participate in commons may be more likely to have good ideas about solving problems than outside experts.

6. Self-government is possible. The Ostrom approach of promoting self-government at a local level provides an attractive alternative to both top-down bureaucratic management and exercise of power by populist politicians.

7. Everything changes. Evolution happens. Technological change is creating new opportunities for collective economic activity e.g. Wikipedia.

8. Map power. If you can map flows of power, you are in a better position to change the flows.

9. Collective ownership can work. It is not always utopian and unrealistic.

10. Human beings are part of nature too.  Ecological problems are profoundly political. The politics of humanity has an influence on the rest of nature.

11. All institutions are constructed, so can be constructed differently. Communities need to keep adapting and reinventing institutions. Institutional development should occur constantly and engage all citizens.  

12. No panaceas. Imperfect humans cannot design utopia. If we attempt to construct institutional blueprints failure is likely.

13. Complexity does not mean chaos. Polycentricism and overlapping jurisdictions can be more efficient than hierarchical structures with linear chains of command.

It seems to me that most of those rules are as relevant to conservatives as to radicals. In all modern democracies conservatives and radicals seem to share the misconception that all economic and social problems can be solved if they can win and hold on to power at a national level.

Should we look forward to the Social Singularity?


The social singularity should not be confused with the technological singularity, which Wikipedia defines as the hypothesis that invention of artificial superintelligence will abruptly trigger runaway technological growth, resulting in unfathomable change to human civilization.


The Social Singularity, as described by Max Borders in his recently published book of that name, relates to the way we (humans) organise ourselves in relation to each other. Max’s hypothesis is that at some point social organisation will be completely transformed as a result of mass adoption of secure networking technologies. When that happens some existing mediating structures will become obsolete, new forms of coordination will emerge and we will collaborate as never before.



What does that mean in terms that you and I can understand? The best place to begin is with the concept of subversive innovation. You might think it is tedious to begin an explanation by introducing another concept, but I promise to provide some concrete examples before long.

These days just about everyone knows what an innovation is. Most readers will be familiar with disruptive innovations that are making many goods more accessible and affordable. Subversive innovations “are those that have the potential to replace long-accepted mediating structures of society”. The mediating structures that Max is writing about include: hierarchical firms; group-think practices among the scientific establishment that have led to widespread acceptance of numerous findings that cannot be replicated; centralised education which views students as having “heads like buckets to be filled with information curated by central elites”; long-standing practices of financial intermediaries; mainstream media that once generated social coherence; and national governments.

Readers will already be familiar with some of the subversive innovations that are occurring. Some firms are replacing hierarchical command and control structures with decentralised systems in which self-directed individuals create order by establishing networks to achieve common purposes. The Internet has enabled informal networks of people, often including amateurs, who question scientific dogma e.g. the paleo-diet movement. Disruptive innovation has begun in primary, secondary and tertiary education. Long-established practices of financial institutions are being challenged by block chain technologies, and cryptocurrencies are enabling people to transact without using national currencies or financial intermediaries. The Internet has disrupted the role of mainstream media in generating social coherence - making it possible for populists to challenge political orthodoxy, but also reducing the potential for views to coalesce around a deeply flawed narrative.

The potential for subversive innovations to displace centralised government is in my view the most interesting idea in the book. We can already see this happening to some extent as innovating firms search out the weak joints in government regulation, particularly the regulatory barriers to competition that have enabled incumbents in various industries to prosper at the expense of the rest of the community. Think of how Uber’s ridesharing innovations circumvented regulations protecting incumbents in the taxi industry.

Max suggests that the potential for subversive innovations to displace centralised government will be enhanced by the advent of smart contracts in which a host of humans can act together to achieve a common goal without middlemen. The coordinating mechanism of smart contracts involves distributed ledgers, programmable incentives and blockchain secured tokens. Tokens can align the interests of producers, consumers and investors in ways that may have potential to enable many types of public goods to be produced privately by profit-seeking entrepreneurs. It doesn’t seem possible at this stage to provide a concrete example of how this might work. Perhaps it can be thought of as crowdsourcing on steroids.

Where might this take us? Max suggests that the potential for people to forge real social contracts - contracts they choose to enter voluntarily rather than the hypothetical social contracts of political theory - “could become the killer app of politics”:

"Communities of tomorrow will form entire systems of mutual aid through digital compacts that have nothing to do with borders or accidents of birth. … Humanity will upload important commitments into social contracts. Cosmopolitan communities of practice will form in the electronic ether. What remains on the ground—goods, services, and the relationships of flesh-and-blood neighbors—will be a far more localized phenomenon. The days of outsourcing our civic responsibilities to distant capitals are numbered."

What Max has in mind is polyarchy – competitive provision of goods that have been provided collectively. The basic idea is that if there is nothing intrinsically territorial about a system that provides goods like health insurance or education, you should be allowed to exit one system and join another without moving to a different system’s territory. You could take resources you were once required to pay in taxation and use them to pay for membership of another community or multiple other communities.

So, what reason do we have to think that governments might one day be willing to recognize the right of exit required to make polyarchy a reality?

Max notes that new constituencies are forming around the benefits of the sharing economy:

"Special interests that once squeaked to get the oil are confronted by battalions bearing smartphones. Citizens, fed up with leaving their prayers in the voting booth, are voting more with their dollars and their devices. Free association is now ensured by design, not by statute."

The Social Singularity mixes the author’s views on how things ought to evolve and how he expects them to evolve. Max acknowledges that he does this. The book offers readers an appealing vision of how the future could evolve and invites them to help make that vision a reality.

The book contains much that I haven’t written about in this short review. I should mention the link between the social singularity and spiral dynamics. Now I have mentioned it, I want to write more about it. Perhaps later!

I should also note before concluding that the title of the book, as presented on the title page, is The Social Singularity: A Decentralist Manifesto. Decentralization is a theme of the book. Max begins his chapter on the future of governance by quoting Vincent Ostrom:

“The fashioning of a truly free world depends on building fundamental infrastructures that enable different peoples to become self-governing”.

 In a post I wrote a few months ago I mused about how Ostrom’s vision of decentralisation of politics could eventually become a reality. If I ever write on that topic again there will be a reference to Max Borders and the concept of subversive innovations will feature prominently.

The Social Singularity deserves to be read widely and thought about deeply.

Is Steven Pinker too optimistic about the future of liberal democracy?


Steven Pinker’s aim in Enlightenment Now, The case for Reason, Science, Humanism and Progress, is “to restate the ideals of the Enlightenment in the language and concepts of the 21st century” and to show that those ideals have worked to enhance human flourishing.

In response to one of Pinker’s earlier books I was prompted to consider whether Enlightenment humanism is the coherent world view that he claims it to be. In this book Pinker makes clear that he views “the ideals of the Enlightenment” to be synonymous with the open society and classical liberalism.  He argues that four themes tie the ideas of the Enlightenment together: an insistence on applying reason to understand our world; use of the methods of science; humanism, defined in terms of a focus on the happiness of individuals rather than the glory of tribes, races, nations or religions; and the hope for progress through political institutions that are conducive to human flourishing. Pinker regards liberal democracy as “an Enlightenment-inspired institution” and “a precious achievement”.

In my view Pinker succeeds admirably in showing that for the last two and a half centuries application of those Enlightenment ideals has enhanced individual human flourishing. Much of the book is devoted to evidence of the massive progress that has been made in the quality of life enjoyed by people on this planet over that period. I recommend this book and Max Roser’s Our World in Data web site (the source of much of Pinker’s data) to anyone who needs reminding that ‘the good old days’ were not so great.

Turning to the future, Pinker is more of a hopeful realist than an optimist. He recognises that “the darker sides of human nature – tribalism, authoritarianism and magical thinking – aided by the Second Law of Thermodynamics” have potential to push us back. In an early chapter he points out that in a world governed by entropy and evolution, the default state of humankind is characterized by disease, poverty and violence. A large and growing proportion of humanity have been able to escape from the default state through ongoing adherence to the norms and institutions fostered by the Enlightenment.

As I see it, the prospects for further progress in human flourishing in the liberal democracies will be strongly influenced the effectiveness of this form of government in delivering economic policies conducive to ongoing productivity growth. Productivity growth will obviously be required if people continue to aspire to have higher disposable incomes, but it will also be required to generate the additional taxation revenue needed to prevent public debt spiralling out of control. That is because spending on social welfare programs – particularly health care and retirement benefits - is likely to rise as the proportion of elderly people rises. Resort to higher tax rates would be likely to have adverse effects on incentives to work, save and invest, and thus reduce productivity growth.

Pinker notes that with stronger safety nets in place, the poverty rate for elderly people in the United States has plunged since the 1960s and is now below that for younger people. However, generous safety nets have a down-side. People in the liberal democracies face traumatic adjustments in the years ahead if governments are unable to meet public expectations of ongoing funding of existing programs at current levels.

Pinker recognizes low productivity growth and “authoritarian populism” as potential threats to human progress but does not draw out the links between these threats. Most of the populists that he is concerned about do not strike me as being particularly authoritarian, in the sense of enforcing strict obedience to authority. Nevertheless, they are stasists, seeking to undermine the Enlightenment values that have enabled technological progress and international trade to contribute massively to human flourishing since the beginning of the industrial revolution. Pinker’s discussion of the recent causes of low productivity growth is adequate, as far as it goes, but he fails to emphasize the potential for additional damage to be done by populist politicians seeking to capitalise on fears of the disruptive impacts of globalisation and technological progress.  

Pinker makes the important observation:

A challenge for our era is how to foster an intellectual and political culture that is driven by reason rather than tribalism”.

He is scathing in his description of current electoral politics:

Here the rules of the game are fiendishly designed to bring out the most irrational in people”.

In support of this assertion Pinker cites: the rational ignorance of voters; the bundling of disparate issues to appeal to a coalition of voters with geographic, racial, and ethnic constituencies; and media that “cover elections like horse races, and analyse issues by pitting ideological hacks against each other in screaming matches”. He notes:

“All these features steer people away from reasoned analysis and towards perfervid self-expression”.

Pinker’s suggests that for public discourse to become more rational, issues should be depoliticized as much as possible. His discussion of the ways in which issues become politicised and proposals for depoliticization of issues was covered in my last post on the benefits of listening to opposing viewpoints. His discussion ends by noting that the discovery of political tribalism as an “insidious form of irrationality” is “still fresh and largely unknown”. He appeals to readers:

However long it takes, we must not let the existence of cognitive and emotional biases or the spasms of irrationality in the political arena to discourage us from the
Enlightenment ideal of relentlessly pursuing reason and truth”
.

Pinker may not sound particularly optimistic about the future of liberal democracy, but he may well be too optimistic. Unfortunately, in addition to the irrationality he discusses, we are also confronted by widespread failure to adhere to the norms of self-reliance and reciprocity that underpin liberal democracy. As explained by James Buchanan (see this post for the reference) failure of the liberal order is becoming increasingly likely as a higher proportion of the population becomes dependent on government and voters increasingly seek to use the political process to obtain benefits at the expense of others.  

We seem to be heading toward what might be described as a democratic tragedy. As noted in an earlier post, when interest groups view the coercive power of the state as a common pool resource to be used for the benefits of their members, the adverse impact of tax and regulation on incentives for productive activity is likely to result in outcomes that will be detrimental for everyone. The incentives facing individual interest groups in that situation are similar to those facing users of common pool resources in the absence of norms of restraint.

Perhaps, as more people come to recognize that liberal democracy is confronted by deep problems, efforts will be made to reform political institutions to produce better outcomes. It is not obvious how that can be achieved, but we should not allow ignorance to prevent us from seeking solutions.

In my view Seven Pinker is on the right track in urging people to be hopeful:

“We will never have a perfect world, and it would be dangerous to seek one. But there is no limit to the betterments we can attain if we continue to apply knowledge to enhance human flourishing”.

Is John Locke responsible for the failings of liberal democracy?



The liberalism that Patrick Deneen writes about in his recent book, Why Liberalism Failed, is the set of principles upon which liberal democracies are built. This set of principles encompasses the classical liberalism favoured by many who would like to reduce the dependence of citizens on government, as well as the progressive liberalism of those who see a role for government in supporting emancipative values.

In my view Deneen makes many good points. Having just finished reading and writing about The Meaning of Democracy by Vincent Ostrom I welcome Deneen’s further reminder that citizens of the United States (and other liberal democracies) no longer display the intense commitment toward democratic citizenship at a local level observed by Alexis de Tocqueville when he visited America in the 1830s. I welcome Deneen’s view that “politics and human community must percolate from the bottom up, from experience and practice”. I welcome his support for practices “that sustain culture within communities, the fostering of household economics, and ‘polis life’, or forms of self-governance that arise from shared civic participation”. I welcome his acceptance that the achievements of liberalism “must be acknowledged” and that we “must build on those achievements”. I also welcome that Deneen’s book is much easier to read than Ostom’s book.

Unfortunately, Deneen’s book is based on a monstrous error. The error I refer to is not directly linked to his criticism of globalization and technological progress, his forecast of growing inequality, or his fears about “rapacious exploitation of resources”. Some of what he writes on those topics is in error, but in my view those errors are balanced to a large extent by insightful comments about education and politics, and his acknowledgement that “there can be no going back”. (Deneen’s negativity about the modern world leaves me with a strong desire for an antidote. My desire to read Enlightenment Now, Steven Pinker’s latest book, has suddenly become more urgent.)

Deneen’s monstrous error stems from his mis-reading of John Locke:

Both Hobbes and Locke—but especially Locke—understand that liberty in our prepolitical condition is limited not only by the lawless competition of other individuals but by our recalcitrant and hostile natures. A main goal of Locke’s philosophy is to expand the prospects for our liberty—defined as the capacity to satisfy our appetites—through the auspices of the state. Law is not a discipline for self-government but the means for expanding personal freedom: ‘The end of law is not to abolish or restrain, but to preserve and enlarge freedom’.” (p 47-48).

Deneen has taken the quoted sentence about the “end of law” from John Locke’s Second Treatise of Government. However, in the paragraph from which the quoted sentence is taken, Locke was actually writing about the discipline of self-government rather than law provided “through the auspices of the state”. The paragraph begins:

The law, that was to govern Adam, was the same that was to govern all his posterity, the law of reason”.

Locke goes on to imply that everyone has to learn “the use of reason” before they can know where their “proper interest” lies. It is in the context of writing about “the law of reason” that Locke notes:

“the end of law is not to abolish or restrain, but to preserve and enlarge freedom: for in all the states of created beings capable of laws, ‘where there is no law, there is no freedom’ for liberty is to be free from restraint and violence from others”.

Locke implies that “the law of reason” is linked to norms of reciprocity: “for who could be free, when every other man’s humour might domineer over him”. See: Second Treatise of Government, para 57.

In The Nature and Purposes of Government: a Lockean View, Linda Raeder has carefully noted the vast difference between Hobbesian and Lockean views of the state of nature. While Hobbes saw the state of nature as a “war of all against all”, Locke saw it as being governed by natural law. Linda Raeder notes that Locke’s particular formulation of the law of nature “carried forward a longstanding tradition that ascribes an intrinsic moral dimension to human nature”.  According to that view all humans “possess an inherent ability to distinguish between right and wrong” and “every human being knows, as Locke says, that he is obliged, ‘as much as he can, to preserve the rest of mankind’.” (Raeder, loc 465)

Why do I view Deneen’s mis-reading of John Locke a monstrous error? If Deneen had read Locke more carefully he could not claim:

Liberalism rejects the ancient conception of liberty as the learned capacity of human beings to conquer the slavish pursuit of base and hedonistic desires” (p 37).

Nor could he claim:

“Liberalism’s ascent and triumph required sustained efforts to undermine the classical and Christian understanding of liberty, the disassembling of widespread norms, traditions, and practices, and perhaps above all the reconceptualization of primacy of the individual defined in isolation from arbitrary accidents of birth, with the state as the main protector of individual rights and liberty” (p 27).

If Deneen had not misread Locke his central thesis about the contradictions inherent within classical liberalism would fall apart. He could not claim:

“Liberalism has failed—not because it fell short, but because it was true to itself. It has failed because it has succeeded. As liberalism has “become more fully itself,” as its inner logic has become more evident and its self-contradictions manifest, it has generated pathologies that are at once deformations of its claims yet realizations of liberal ideology” (p 3).

If we want to understand why liberal democracy is becoming “a war of all against all” we need to understand why the norms underlying it are breaking down, despite the efforts of classical liberals to uphold them. Why is it that people now exercise less restraint in the demands that they make on others through the political process? Why is it that those whose tax payments fund transfers through the political process increasingly consider themselves to be exploited? We can’t blame John Locke, or his classical liberal followers for the failings of liberal democracy.

Despite my misgivings about Why Liberalism Failed I am grateful to Patrick Deneen for drawing attention to the importance of the exit rights advocated by classical liberals. In discussing how self-governing communities might emerge, he writes:

“For a time, such practices will be developed within intentional communities that will benefit from the openness of liberal society. They will be regarded as ‘options’ within the liberal frame, and while suspect in the broader culture, largely permitted to exist so long as they are nonthreatening to the liberal order’s main business” (p 179).

That is hardly a ringing endorsement for the exit rights that Locke and Jefferson helped to have recognized as core values of western civilization. Nevertheless, I am grateful for the opportunity to note that the author is pointing to a means whereby liberalism could transform itself rather than fail.

What kind of governance would emerge if we insisted that we are individually responsible for fashioning mutually beneficial relationships with others?


This post begins where the preceding post ended. I suggested there that conditions most favourable to human flourishing would emerge in “self-organizing and self-governing societies” in which each person “is first his or her own governor and is then responsible for fashioning mutually productive relationships with others”.  That is the description of self-organizing and self-governing societies provided by Vincent Ostrom in The Meaning of Democracy and the Vulnerability of Democracies (1997, p 84).

Ostrom argued that it is “within families and other institutional arrangements characteristic of neighbourhood, village, and community life that citizenship is learned and practiced for most people most of the time”. This is where people learn to be self-governing, by learning how to live and work with others. (p x)

He explained that in face-to-face relationships associated with activities entered voluntarily for mutual benefit people also learn to exercise power with others rather than power over others. The exercise of power with others implies a willingness to take account of the interest of others in "patterns of social accountability." The democratic form of governance that evolves under those circumstances is likely to be characterised by “mutual understandings grounded in common knowledge, agreeable patterns of accountability, and mutual trust” (p 287).

Vincent Ostrom’s views on the benefits of decentralized governance for human flourishing were based partly on the empirical research on governance arrangements conducted with Elinor Ostrom at the Workshop in Political Theory and Policy Analysis at Indiana University. Aspects covered in this research included urban policing, irrigation systems, and forest resource management. Lin Ostrom was awarded the Nobel Prize for her work showing that common pool resources could often be successfully managed by user associations.

The history of decentralized governance, particularly in the United States, also provided Vincent Ostrom with evidence that self-governing societies were practicable. He observed:

“The American federalists and Tocqueville were able to conceive how democracy as a form of government could be used to craft the architecture of authority relationships in ways that were constitutive of what could appropriately be conceptualized as self-governing societies. Such concepts drew on prior experiences in consti­tuting free cities, monastic orders, religious congregations, merchant soci­eties, craft guilds, associations among peasants, markets, and other pat­terns of human association” (p 280).

Why have many functions previously performed by voluntary associations and local government been centralized, leaving citizens to be passive consumers of services with no direct role in management? It is easy enough to identify who might benefit from centralization. Access to central pools of funding have offered service providers the prospect of higher pay. Bureaucrats have been offered vast opportunities for career advancement. Centralization of funding has offered many consumers the prospect of getting someone else to help pay for services they consume.

Centralisation of service delivery has also promised lower cost service provision resulting from scale economies. However, such benefits have been offset to some extent by inefficient work practices associated with centralized bureaucracies. Lower costs could have been achieved with greater certainty if decentralized governance had been retained, with service delivery contracted out to the private sector.

Some readers might suspect that Vincent Ostrom was a reactionary, vainly seeking a return to the village life of a bygone era. He is more appropriately viewed as a scholar seeking progress toward a science of citizenship. In the final chapter of this book he writes optimistically:

“A quest for conflict resolution consistent with the reestablishment of communities of associated relationships based again on precepts of covenantal relationships is the way for maintaining the covenantal character of self-governing societies through time and across generations. Such an approach is facilitative of innovations consis­tent with standards of enlightenment, freedom, justice, reciprocity, and mutual trust in patterns of order in human societies” (p 280).

It is hard to know how sufficient numbers of citizens might eventually decide to insist that assign­ments of authority under current legislation be made subject to challenge and contestation by groups who want to be self-organizing and self-governing. Perhaps this will emerge from the slow train wreck now occurring in bureaucracies of even the older-established democracies as they experience increasing difficulty in meeting the expectations of voters. To reduce costs, greater efforts may be made to provide social safety nets in a manner consistent with contestable service delivery. Increasing efforts may be made to involve community groups in service delivery. Volunteers, who are still active in many areas of service delivery, may seek greater involvement in decision-making. We may also see more community groups seeking to opt out of centralised provision of social services to obtain services more closely attuned to their requirements.

What kind of government is most likely to promote human flourishing?



One way to approach this question is to rule out those kinds of government that are least likely to enable people to live lives that they value.

We can begin by ruling out those kinds of government that exercise absolute power in a cruel and oppressive way. There is no need to explain why that kind of despotism is inimical to human flourishing.

If you ask yourself how we can avoid being ruled by a cruel and oppressive despot you will probably begin to sketch out some constitutional rules requiring fair elections and preventing concentrations of power in a few hands. There is a fair chance that the constitutional rules you specify would describe liberal democracy. So far so good.

However, some written constitutions that appear to embody ideals of liberal democracy end up as a façade for oppressive government. So, I have to ask myself why some experiments in liberal democracy been more successful than others.

Before I can attempt to answer that I need to explain what I have previously described as democracy’s basic problem – which could also be described as the tragedy of democracy because of its similarity to the tragedy of the commons (see my preceding post). Democracy’s basic problem arises because of inherent tendencies for the responsibilities of elected governments to expand beyond their capacity to cope. That results from a combination of two factors. First, the perceived benefits to individual voters of proposals for an expansion of government responsibilities in areas of particular interest to them exceed the additional costs they incur as a result of those proposals. Second, when an individual elector sees others declaring their support for political parties which promise additional spending or regulation in their particular fields of interest, it is natural for her to feel that her interests will likewise be better served by behaving similarly. (Democracy’s basic problem is further explained in Chapter 8 of Free to Flourish.)

Democracy’s basic problem could be expected to result in an ongoing expansion of government spending, an increasing regulatory burden constraining growth in productivity, higher tax rates on those least able to protect themselves politically (e.g. foreign investors) with adverse effects on investment incentives, and expanding fiscal deficits with public debt growing beyond the capacity of the government to service it.

Those trends obviously can’t continue indefinitely. At some stage, the government’s bankers will refuse to advance additional credit. That means that funds will no longer be available to fund social services or to pay government employees. Civil disorder is likely to ensue. It is open to speculation who the main characters will be in the next act, as the political theatre turns into a democratic tragedy. Voters may resort to electing demagogues whose policies will cause further deterioration in the economy. In the final act it is quite common for the generals to take over the reins of government to restore order.

Thus, on the basis of that reasoning it might appear that democracy is unlikely to be a sustainable form of government over the longer term.

So, how come some democracies have survived for well over a century?

One possible explanation, which could be described as the Schumpeterian explanation, after the economist Joseph Schumpeter, is that this has been achieved by constraining democracy to ensure that “the effective range of political decision should not be extended too far”. (Again, there is more discussion of this in Chapter 8 of Free to Flourish.)

Another possible explanation (not adequately discussed in Free to Flourish) is that the culture of some countries has fostered normative conditions that have prevented democracy’s basic problem from emerging with irresistible force. In his book, Why I, too, am not a conservative, James Buchanan identified two norms that underpin liberal democracy:

·         that a sufficient proportion of the population can make their own choices and prefer to be autonomous rather than dependent on others; and

·         that a sufficient proportion of the population enter relationships with others on the basis of reciprocity, fair dealing and mutual respect.

The first norm needs to be met for people to be able to cast their votes to achieve outcomes that they prefer, whilst exercising restraint in the demands that they make on others through the political process. The second norm needs to be met to ensure that those who depend on transfers from the public purse do not consider those transfers to reflect successful exploitation of others through the political process, and that those whose tax payments fund those transfers do not consider themselves to be exploited.

Buchanan concluded:

Generalized or widespread failure of persons to adhere to these norms, along with widespread recognition that others also disregard the standards, will insure that the liberal order itself must fail, quite independently from any institutional safeguards.” (p 28)

As early as the 1830s, Alexis de Tocqueville expressed similar concerns in Democracy in America about the implications for democracy of the emergence of a culture of dependence on government.  In his discussion of the “sort of despotism that democratic nations have to fear” he suggested that democratic governments might take upon themselves full responsibility for the happiness of citizens, reducing each nation “to be nothing better than a flock of timid and industrious animals, of which the government is the shepherd”.  Tocqueville remarked:

It is indeed, difficult to conceive how men who have entirely given up the habit of self-government should succeed in making a proper choice of those by whom they are to be governed; and no one will ever believe that a liberal, wise, and energetic government can spring from the suffrages of a subservient people. … The vices of rulers and the ineptitude of the people would speedily bring about its ruin … ” See: Democracy in America, Book 4, Chapter 6.

Tocqueville doesn’t seem to have mentioned norms of reciprocity (or even adherence to the golden rule) explicitly as one of the factors that had led to maintenance of democracy in America, but he emphasised the importance of “the manners and customs of the people” and “the whole moral and intellectual condition of a people”.

Vincent Ostrom commented as follows:

In light of the meaning to be assigned to the manner and customs of the people, we can understand why Tocqueville identified religion as the first of their political institutions even though religion took no direct part in the government of society. The place of religion was important to the whole moral and intellectual tradition of a people when complemented by the place of families, friends, neighbors, and schooling in the shaping of what might be called "habits of the heart and mind." The place of habits of the heart and mind is critical to the possibility that societies of men might establish systems of governance appropriate to the exercise of reflection and choice as ways of coping with problems of conflict and conflict reso­lution.” Vincent Ostrom, The Meaning of Democracy and the Vulnerability of Democracies, p 14.

Most readers will probably have gathered by now that I think that adherence to the norms that underpin liberal democracy has now diminished to such an extent that this form of government is in deep trouble, even in the western countries where it has been sustained most successfully in the past. So, we are faced with an ongoing struggle to avoid a democratic tragedy, with adverse implications for human flourishing.

However, such prognostications don’t help us much in answering the question I began with. The best way to move toward an answer, it now seems to me, is to follow the lead of Vincent Ostrom and to ask what forms of governance are likely to emerge when it recognized that each person “is first his or her own governor and is then responsible for fashioning mutually productive relationships with others” (p 84).

How can people who approach issues from different ideological perspectives have useful policy discussions?

In my view there is a lot to be said for attempting to develop a coherent ideological position – a system of ideas and ideals - that can be applied to public policy issues. Those who insist on approaching every issue with an empty mind, refusing to draw upon a priori reasoning and lessons learned from previous experience, are severely handicapping themselves.

It is important to note that having a coherent ideological position does not necessarily imply being ideologically blinkered. An ideological commitment can be consistent with being sufficiently openminded to consider the possibility that it could be appropriate to depart from a general principle in a particular instance. For example, people who have an ideological commitment to free markets are often open to persuasion that government regulation might be warranted in some instances.

Ideologies are not necessarily heavily laden with values.  In my view that applies particularly to the free market ideology favoured by many economists. As a result of their training and work experience economists tend to acquire objective knowledge about the operation of markets that leads them toward a system of ideas and ideals that is relatively favourable to free markets.

Many non-economists have an anti-market bias. As Bryan Caplan implied a few years ago in his book The Myth of the Rational Voter (discussed previously on this blog) some people have a strong ideological attachment to false beliefs.  More generally, however, it seems to me that the anti-market bias among non-economists is attributable to lack of understanding of the functioning of markets. Few people are so wedded to conspiracy theories about market behaviour that they are unwilling to consider economists’ explanations.

During my work career as an economist, I had many difficult policy discussions with engineers, who seemed to have acquired an ideological commitment to planning that led them to favour government regulation. From their perspective free markets appeared to be chaotic and planned solutions appeared to promise order. However, they were able to appreciate that actual outcomes that were likely to emerge from chaotic political and administrative processes might not be superior to market outcomes.

The most difficult policy discussions I have been involved in have been with Greenies whose ideological opposition to free markets is based on the view that capitalism leads to bad environmental and social outcomes. The main problem in these discussions is not a difference in values; we all want to avoid environmental and economic catastrophes. It seems to me that the main barrier to communication is that the Greenies have an ideological commitment to the belief that better outcomes will follow automatically if the regulation they favour displaces markets and voluntary cooperation. 

In thinking about how economists could have more useful policy discussions with Greenies it occurs to me that there is not much to be gained by talking to them about externalities. They might support proposals for limited intervention to correct specific externalities, but they actually see no virtue in limited intervention. They see market failure as pervasive and believe that superior outcomes can be produced by burdening governments with massive responsibilities.

I wonder whether it might be useful to begin a policy discussion with Greenies by considering the tragedy of the commons. When I re-read Garrett Hardin’s 1968 article with that title I was reminded of its shortcomings with regard to population projections, but his warnings about the potential for common pool resources to be over-exploited have a fairly solid foundation in economic reasoning.

Hardin wrote:

“The tragedy of the commons develops in this way. Picture a pasture open to all. It is to be expected that each herdsman will try to keep as many cattle as possible on the commons. Such an arrangement may work reasonably satisfactorily for centuries because tribal wars, poaching, and disease keep the numbers of both man and beast well below the carrying capacity of the land. Finally, however, comes the day of reckoning, that is, the day when the long-desired goal of social stability becomes a reality. At this point, the inherent logic of the commons remorselessly generates tragedy. …
Each man is locked into a system that compels him to increase his herd without limit - in a world that is limited. Ruin is the destination toward which all men rush, each pursuing his own best interest in a society that believes in the freedom of the commons. Freedom in a commons brings ruin to all.”

However, as Elinor Ostrom demonstrated, it is by no means inevitable that use of common pool resources will end in tragedy in the absence of government intervention. She found that some communities of individuals have been able to manage common pool resources with reasonable degrees of success over long periods of time “relying on institutions resembling neither the state nor the market”.

The methodology adopted by Elinor Ostrom in her research strikes me as highly relevant to the question of how people who approach issues from different ideological positions can have useful policy discussions. In the preface to Governing the Commons: The Evolution of Institutions for Collective Action, Elinor Ostrom wrote:

"Instead of presuming that the individuals sharing a commons are inevitably caught in a trap from which they cannot escape, I argue that the capacity of individuals to extricate themselves from various types of dilemma situations varies from situation to situation. The cases to be discussed in this book illustrate both successful and unsuccessful efforts to escape tragic outcomes. Instead of basing policy on the presumption that the individuals involved are helpless, I wish to learn more from the experience of individuals in field settings. Why have some efforts to solve commons problems failed, while others have succeeded? What can we learn from experience that will help stimulate the development and use of a better theory of collective action – one that will identify the key variables that can enhance or detract from the capabilities of individuals to solve problems?"

Some advocates of smaller government (including myself) are fond of pointing out that the logic of the tragedy of the commons applies to interest group politics as well as to physical resources. When goods such as education and health services are converted into common pool resources there is an incentive for interest groups to attempt to increase their share at the expense of other groups and the general public. More generally, when interest groups view the coercive power of the state as a common pool resource to be used for the benefits of their members, the adverse impact of tax and regulation on incentives for productive activity is likely to result in outcomes that will be detrimental for everyone. The incentives facing individual interest groups in that situation are similar to those facing individual fishermen – when their collective actions results in over-fishing, that is detrimental to all.

However, it is reasonable for the advocates of big government to ask why the tragedy of the political commons has not resulted in the failure of all experiments in representative government. If we apply Elinor Ostrom’s research methodology we have to acknowledge that some countries have been more successful than others in coping with the common pool resource problems associated with interest group activity. The reasons for this seem to me to be an important topic for research and discussion.
It strikes me that people who approach issues from different ideological perspectives would be able to have more useful policy discussions if they could turn their attention to what they can learn from the actual experiences of people in different institutional and policy settings.

What can be done about the "game of mates"?


What is wrong with looking after your mates? If you ask any Australian chosen at random the chances are that they will tell you that it is good to help friends and acquaintances. Yet, the same person would be likely to express disapproval of people who use powerful positions in politics, public service, business and unions to look after their mates at the expense of the broader public. That is a downside of the mateship culture.

In their book, The Game of Mates, How Favours Bleed the Nation, Cameron Murray and Paul Frijters explain that “the game of mates” also involves a strong element of self-interest. When people play that game, they look after their mates in the expectation that their mates will reciprocate. The game involves the exchange of “grey gifts” among groups of mates. Grey gifts arise from political and bureaucratic discretion in interpreting and enforcing regulation. The granting of such gifts differs from theft and bribery because it is difficult to identify as corrupt or illegal in any instance. Participants do not ask for direct trades and exchanges are spread out over time.

A typical example of the game of mates involves a politician or senior bureaucrat providing grey gifts to an industry or firm and then subsequently moving to take a well-remunerated position in that firm or industry. The most important attribute the appointee brings to the new position is his, or her, ability to reward the new employer by playing the game of mates with great expertise.

Murray and Frijters make the claim - exaggerated in my view - that the game of mates enables well-connected individuals to steal roughly half of “the real wealth” of the rest of the community – whom the authors refer to as the “champion Aussies”. They give the impression that the beneficiaries of the game are wealthy and the victims are relatively poor. However, they do admit that it is possible for an individual to benefit from the game with respect to some regulations and to be a victim with respect to others. Not much attention is given to the deadweight costs of the game of mates - everyone has less incentive to work, save and invest when a substantial part of the income produced ends up funding mates’ games.

Much of the book explains how the authors see the game of mates being played in different parts of the economy. In property development, there is a game involving rezoning of land for residential use. In transportation, the game involves negotiation of public private partnerships (PPPs) to fund infrastructure projects. There are also games involving granting of mining licenses, administration of superannuation funds, banking regulation, tax dodges, regulation of pharmacies, assistance to agriculture, undue restriction of taxi licences, dominant supermarkets influencing their regulatory environment, and even the control of public universities for the benefit of private interests.

Murray and Frijters offer some remedies to disrupt the game of mates. They show insight in their suggestion that the game can be tackled more effectively by reducing the value of grey gifts - by selling them or taxing them - rather than by adding additional layers of regulation. However, they don’t seem to recognise that the best way to reduce the value of grey gifts is to reduce the extent to which the economy is subject to government regulation, and the political and bureaucratic discretion associated with it.

Some of the authors’ proposed remedies seem bizarre. For example, they suggest that foreign experts be contracted to develop new laws and regulations for their specialist industries. I wonder how they would prevent the foreign experts from playing the game of mates to benefit their buddies and amigos at the expense of “champion Aussies”.

Another bizarre suggestion is to increase competition by creating public competitor companies in industries such as banking, land development and the universities. The fact that Australian universities are still largely government-owned might have caused the authors to think a little more about the likely effectiveness of that remedy. Political appointment of boards and chief executives, combined with vast discretion for allocation of grey gifts, make government-owned enterprises part of the problem rather than part of the solution.

In my view, the book’s ideologically blinkered approach favouring government enterprises is a major shortcoming. The authors ask:
“If governments believe that they are unable to efficiently construct school buildings, hospitals, roads, or powerlines, through their own departments or government-owned companies, what magical skills do they believe they possess in order to effectively negotiate with and regulate, the powerful private interests they are selling these assets to?”

Part of the answer to this question is that trade unions – major players in the game of mates whose role is barely recognised in this book – can exert more influence over government departments and government-owned companies, than over private enterprises. Public sector managers have a strong incentive to sacrifice productivity to maintain the appearance of industrial harmony because that is what their political masters expect of them in playing the game of mates.

Another part of the answer is that it is easier for governments to remove regulation protecting private firms from competition than to remove similar barriers protecting public enterprises. For example, it is unlikely that Australia Post’s monopoly on letter carriage would be maintained if that organisation was privatised and its community service obligations (more mates’ games) were converted into transparent subsidies for people living in remote areas.

I could go on for a few thousand more words discussing the shortcomings of this book – including its highly misleading claims about banks creating credit, and its view that sovereign risk is a “mysterious idea”. However, that might be boring.

The thought I want to leave you with is that despite its many shortcomings, this book raises disturbing issues that should not be lightly dismissed. The authors deserve to have their claims subjected to detailed scrutiny, but not by me! I could change my mind about that, of course, if one of my mates can come up with a sufficiently lucrative consultancy proposal to bring me out of retirement 😊

What will government look like after the fourth revolution?

“Democracy in Australia is sinking into a self-destructive spiral. The sickness at its heart is the demise of individual responsibility and expecting more from the state when the national interest says state responsibilities should be cut, not increased. Our democratic system now works to undermine economic progress.”

That is how Paul Kelly, Australia’s most widely respected journalist, concluded an article in The Australian a few weeks ago. The article entitled “Crisis time: We can take a stand – or solve a problem” (probably gated) was published on March 29.

As far as I can see there hasn’t been much public reaction to this article. Only a small proportion of the population read articles of this kind, and most readers would still feel complacent about the Australian economy and the future of democracy in this country. It will become easier to convince people that they should be alarmed about the self-destructive spiral when the crash is imminent. The malfunction began over a decade ago and it might be another decade, or more, before crunch time.

Some other informed commentators take a more optimistic view than Paul Kelly. For example, Gary Banks, former chairman of the Productivity Commission, acknowledges that policy development is now a problem. He has suggested the a “loss of policy capability within government – Commonwealth and State - is palpable and multidimensional”. He is hopeful, nevertheless, that the problem can be ameliorated by improvements to policy-making processes:
Yet, if this diagnosis is correct, there is hope. Unlike the adverse changes evident in our parliaments and media, changes which are arguably reflective of changes in society itself, the decline in capability is not irreversible. Unless it is turned around, however, we cannot tell whether reform has truly become ‘too hard’, as many now seem to assume”.

A few years ago I was similarly optimistic. I still support efforts to improve policy capability within government. I agree with Gary that improvements to the policy-making system are an essential pre-condition for improvements in policy. However, I doubt whether much economic reform will be achievable until we see substantial changes in the rules of the political game that will provide political representatives with appropriate incentives to pursue the broader interests of the community, rather than the narrow interests that too many of them currently seek to protect. And, unfortunately, that seems unlikely to occur until a major economic crisis is upon us.

In his article, Paul Kelly drew inspiration from The Fourth Revolution: The global race to reinvent the state, by John Micklethwait and Adrian Wooldridge. 









The authors of this book make a case that western societies have seen three and a half revolutions in government over the last four centuries:
  • The rise of the nation state in 17th century Europe. Europe’s network of competing Leviathans threw up a system of ever-improving government.
  • The rise of the liberal state in the 18th and 19th centuries following the American and French revolutions.
  • The advent of the welfare state in the 20th century.
  • And the half revolution in the 1980s, associated with economic reforms promoting a partial return to classical liberalism in a few countries.


This history of the revolutions in government seems broadly accurate. Micklethwait and Wooldridge associate each of these revolutions with a notable contributor to ideas about government. In sequence, the four revolutionary thinkers they chose were: Thomas Hobbes, J S Mill, Beatrice Webb and Milton Friedman. It is possible to quibble about that choice, but I will refrain. I want to focus here on what the authors have to say about the fourth revolution.

The authors argue that the fourth revolution is occurring as a result of a confluence of three forces: failure, competition and opportunity.
  • The West has to change because it is going broke:“Debt and demography mean that government in the rich world has to change. … For the foreseeable future the Western state will be in the business of taking things away – far more things than most people realize”
  • Competition from the “Asian alternative” is prompting change:“Chinese-oriented Asia offers a new model of government that challenges two of the West’s most cherished values: universal suffrage and top-down generosity. This ‘Asian Alternative’ is an odd mixture of authoritarianism and small government, best symbolized by Singapore’s long-term ruler, Lee Kuan Yew”.
  • There are opportunities to “do government” better: “New technologies offer a chance to improve government dramatically, but so does asking old questions such as the most basic question of all: “What is the state for?”


So, what will government look like after the fourth revolution? The authors would like to see greater individual liberty emerging as a consequence of reforms that reduce government spending and relieve governments of some of their responsibilities. I would too, but we need to be careful not to confuse what we hope will happen with what we see as most likely to happen.

Micklethwait and Wooldridge published their book a couple of years ago, but it was apparent even then that many voters were becoming cynical about politicians representing the mainstream political parties. The European Union had become a breeding ground for populists who were speaking out against “incompetent and arrogant elites”. Even then, that cynicism was also apparent elsewhere. The authors suggested:
Such cynicism might be healthy if people wanted little from the government. But they continue to want a great deal. The result can be a toxic and unstable mixture: dependency on government on the one hand and disdain for government on the other”.

Perhaps the victories that the populists appear to be winning at the moment will cause the elites to become less complacent, and less incompetent and arrogant. The political cycle may be turning, as Tyler Cowan suggested in The Complacent Class (recently discussed here). Over the longer term, the elites may come to embrace dynamism, rather than protection of their professional turf, so we might see the battle lines being drawn more clearly between dynamism and stasis. That might correspond broadly to Tyler Cowan’s depiction of the political battle as between talent (human capital) and authoritarianism, stemming from underlying fears of disruption. Since this is also a battle between talented young people and fearful old people, in my view the odds favour talent in the longer term.

It would be easier to predict what government will look like after the fourth revolution if some western democracies provided models of a successful revolution in government. Micklethwait and Wooldridge suggest that reforms in Sweden, necessitated by economic crisis, have produced “a highly successful update of the old middle way”. New Zealand provides a model of what effective government can achieve following a natural disaster. The response to crisis in Sweden and New Zealand provides better protection for citizen’s rights than would adoption of something like Lee Kuan Yew’s model of technocratic government. However, democratic government in Sweden and New Zealand might well revert, within a few years, to taking upon itself more responsibilities, until another economic crisis ensues.


It seems to me that the fourth revolution is likely to involve changes in the rules of democratic politics. This might require constitutional change in some countries, but revolutionary change might be possible in Australia and other countries similarly afflicted by voter cynicism and political fragmentation, if the major parties were to adopt a convention for accountable government. What I have in mind is that the major parties should agree that whichever party wins government has a mandate from the people to implement the tax and expenditure policies it has taken to the election. What could be more democratic than that?

Is the cycle of political complacency beginning to turn in the United States?

The villain in Tyler Cowen’s latest book, The Complacent Class: The self-defeating quest for the American Dream, is “us”. Tyler is writing about America, but much of what he has written is relevant to other high-income countries. The problem, as Tyler sees it, “is that peace and high incomes tend to drain the restlessness out of people”. Many people have become complacent – “satisfied with the status quo”. Most people don’t like change much and “they now have the resources and the technology to manage their lives on this basis more and more, to the country’s long run collective detriment”.

Tyler has not persuaded me that complacency is a problem of itself. It would be nice to be able to feel more complacent. (According to Tyler’s questionnaire - international version here - I am a striver: “You embrace newness, but you need to strive harder to break the mold”.) As I see it, complacency only becomes a problem when people are complacent about things that they have good reason to be alarmed about.

Tyler provides a fair amount of evidence that Americans have become more complacent. For example:
  • ·         People now switch jobs less frequently.
  • ·         Geographical mobility has declined.
  • ·         There has been a decline in start-ups relative to total business activity.
  • ·         There are fewer unicorns (miracle growth firms).
  • ·         Market concentration has risen.
  • ·         There is more pairing of like with like e.g. people are choosing marriage partners with similar education levels, and housing is more segregated by income and race.
  • ·         Upward mobility in income and education has stopped rising.
  • ·         People are now more inclined to stay at home and use delivery services.

That is all very interesting. It changes my perceptions about America. I have to get used to the idea that Americans are no longer as mobile and innovative as they were a couple of decades ago. But that does not necessarily mean that complacency is a problem. If peace and high incomes have made Americans more complacent, isn’t that a good thing? There is not much point in striving for more of anything once you are satisfied with what you have already. How is complacency leading to bad outcomes?

When Tyler looks in detail at some of these changing characteristics, he points to the failure of political decision-making to cope with interest groups seeking to protect themselves from change. How does complacency come into that? The NIMBY advocates who are using their political muscle to protect their interests against higher density building can hardly be described as complacent. The people at Donald Trump’s rallies who are supporting his policies to protect jobs - by reducing immigration and constraining import competition - do not seem complacent. The complacency must lie with the general public, who are not yet sufficiently outraged by the stasists to cast their votes for candidates who will constrain their political influence.

Tyler’s discussion of declining geographical mobility provides a good example of political market failure. He points to research showing potential for a substantial increase in GDP if more people were to move from low-productivity cities to high-productivity cities. Regulatory constraints prevent this from happening:
“Residents in Manhattan, San Francisco, and many other high-productivity locales just don’t want all of those new people moving in, and so they have passed overly strict building and land use regulations or in some cases they have limited infrastructure so that adding more residents just isn’t practical. Without good bus or subway connections, for instance, a lot of neighbourhoods just don’t work for people with jobs downtown”.

Tyler uses the terms ‘stasis’ and ‘dynamism’ quite frequently in this book, but I couldn’t find any reference to Virginia Postrel’s pathbreaking book on this topic, The Future and Its Enemies, published 18 years ago (my discussion here). I would have been satisfied with a footnote to explain how Tyler’s views build on, or differ from Virginia’s views. Similarly, it would have been nice to see a footnote discussing the affinity between Tyler’s views and Mancur Olson’s argument that stable societies tend to accumulate distributional coalitions that slow down their capacity to adopt new technologies and reallocate resources. Early in the book Tyler suggests that “the growing success of the forces for stasis” are linked to complacency. That argument has most force it the final chapters of the book where he discusses politics.

Tyler makes the point that much of the U.S. federal government budget is locked in to spending programs that are politically untouchable. Political change occurs at the margin and is the result of complex battles among interest groups, political manoeuvring and use of public relations campaigns. The Trump administration is unlikely to change this situation much. The pre-allocation of tax revenues will ultimately become unsustainable:
“At some point this country will face an immediate crisis, and there won’t quite be the resources, or more fundamentally the flexibility to handle it”.

Tyler presents a view about the tendency of governments to take on more responsibilities than they can cope with effectively that is similar to the view I expressed in Chapter 8 of Free to Flourish. I argued that there is a growing gap between the expectations that many people have of what democratic governments can deliver and what they are capable of delivering.

However, Tyler seems to present a more optimistic view of the ability of western democracies to reform themselves rather than to collapse and to be replaced by authoritarian regimes. That is just my impression. I find it hard to point to particular passages that support that view. The scenario that Tyler presents of a possible future that would be more dynamic does not feature less dysfunctional government, although smaller government may be implied.


Although I'm not sure why, after reading the book I was left feeling hopeful that the cycle of political complacency has reached its peak and that, over the next few years, American politics might become less shrill and more focused on problem solving. Perhaps the actions of the Trump administration will further erode political complacency in ways that will lead to a public reaction favouring a more constrained role for government. So, democracy will probably survive in the U.S. I’m also reasonably confident that a fiscal crisis in Australia will eventually result in rule changes needed to make democracy sustainable in this country. I’m less complacent about the future of democracy in some of the countries of southern Europe.

Tyler Cowan has provided some grounds for optimism in a recent Cato article entitled "Between authoritarianism and human capital". An extract:


"So we’re going to see a kind of intellectual war, and possibly war in other, more violent forms too. That war, using that word in the broadest sense possible, will be between today’s amazing accumulated stock of human capital — and the emotional momentum behind authoritarianism, which is encouraged by the political fraying that stems from underlying fears of disruption.
Right now, I’d still put my money on the positive side of talent and human capital. But in recent times, I can’t say I’ve seen the odds moving in my favor."
