Part IV: What incentives are political entrepreneurs faced with?

This essay is one of a series exploring the topic: What impact does political entrepreneurship have on freedom and flourishing? The series commenced with a Preface which provides a synopsis of the series and explains why I think it is important to obtain a better understanding of political entrepreneurship.

The most obvious difference between economic and political entrepreneurship is that the former is largely about creating wealth and the latter is largely about obtaining political power. It is possible, of course, for individuals to seek political power to enhance their own wealth or that of a nation, but I will leave to the following essay a discussion of the differing motives that political entrepreneurs may have for obtaining power.

This essay focuses on the choices that political entrepreneurs are faced with in considering how to obtain power, given the peculiarities of politics as a form of business. I will briefly outline the nature of these peculiarities before considering the incentives they create for political entrepreneurship.

Peculiarities of political activities

The most important peculiarities of political activities arise from differences between voting and other choices, differences between triadic and dyadic relationships, and differences in deal-making in public and private sectors.

Differences between voting and other choices

It has often been observed that when people vote they have less incentive to make well-informed choices than in the other decisions that they make. Joseph Schumpeter argued that a typical citizen who makes rational decisions in daily life at home and in business “drops down to a lower level of mental performance as soon as he enters the political field” (Schumpeter 2011, pp.261-62). He argued that citizens are prone to “irrational prejudice and impulse” in political matters and that this makes them particularly vulnerable to influence by interest groups (Schumpeter 2011, pp.262-64). As I have noted elsewhere, Schumpeter developed those views before the public choice literature enabled concepts such as rational ignorance and rational irrationality to be explored more fully (Bates 2021, pp.114-116). 

Bryan Caplan points out that for an individual voter, the cost of clinging to irrational political beliefs is negligible because there is a miniscule probability that one vote will be decisive in changing the result of an election. Caplan suggests that although citizens often talk about voting options as if they were ordering dinner from a menu, their actions tell a different tale: “They expect to be served the same meal no matter what they order” (Caplan 2007, p. 132). Few individuals take the trouble to assess relevant evidence before they form strong opinions on political issues. They have no incentive to do so. If they cling to irrational beliefs about items on a dinner menu they may experience adverse consequences because of their choices, but when they vote there is no direct connection between the individual elector’s choice and the outcome obtained.

The absence of a direct connection between individual choice and outcome, Richard Wagner argues, is the reason sentiment tends to play a larger role, relative to reason, in political competition (Wagner 2016, p.158). He notes Vilfredo Pareto’s view that ideological articulation can even induce people to support measures that they might have opposed in a market setting. Voters generally embrace policies that enable them to feel good about themselves (Wagner 2016, p.198).

Caplan has assembled evidence that widely held beliefs among the public show a systematic anti-market and anti-foreign bias (Caplan 2007, pp. 30-39, 146).

Competition for leadership

Joseph Schumpeter viewed democracy, as actually practiced, as a competition for leadership. He ended up defining democracy as “that institutional arrangement for arriving at political decisions in which individuals acquire the power to decide by means of a competitive struggle for the people’s vote” (Schumpeter 2011, p.269). That view of democracy has become increasingly relevant as party leaders have come to dominate legislatures, and decisions are increasingly made by executive order and other forms of regulation that are primarily under executive control.

Triadic versus dyadic relationships

Wagner argues that the main difference between political entrepreneurship and market entrepreneurship has to do with the difference between dyadic and triadic relationships. Dyadic relationships involve two people; triadic relationships involve three. Wagner observes that market relationships can be reduced mostly to a set of dyadic relationships where both parties benefit. Political catallactics “typically requires a set of triadic relationships” where two people exchange mutual support and a third is forced to provide financial support. (Wagner 2016, p. 122).

Use of the word “typically” is appropriate in the context of government activities but is less appropriate in a broader context, if political catallactics encompasses voluntary activity that doesn’t involve government. For example, whenever a group of people band together to buy a service that is of mutual benefit, it seems to me that they are engaging in a dyadic political activity.

It also seems inappropriate to label much of the political entrepreneurship that occurs at the local government level as triadic. The group of people who are using the service in that context may not differ much from the group who are paying for it. As discussed by Paul Aligica and Peter Boettke, in a context where people can exercise both voice and exit, “public” entrepreneurship can lead not only to better services at lower cost but also new and better forms of organization (Aligica and Boettke 2009, p.48).

Wagner illustrates the nature of triadic relationships by reference to decisions that are made about which roads to repair and which channels to dredge when roads and harbours are publicly owned. In that situation a triadic relationship is involved because the agencies responsible for road repair and dredging do not receive revenues directly from sales to the public. Those who benefit from the activities concerned have an incentive to undertake costly action, e.g., making donations to political parties to improve their positions in the queues (Wagner 2016,pp. 214-30).

Making deals

Wagner argues that little substantive work is accomplished through elections and political campaigns. He observes that while puffery is an understandable part of market competition, “electoral competition is mostly about puffery” (Wagner 2016, p.197).

The substantive work of policy choice takes place “outside electoral politics and entails the interactive elements necessary for constructing and maintaining deals” (Wagner 2016, p.198). He suggests a parliamentary assembly can be viewed as an “investment bank” because it is “a hub for making deals” involving selection and funding of projects (Wagner 2016, p.232). Wagner observes:

“Entrepreneurs are thus competing among themselves to seize the future. Successful entrepreneurship offers both fame and fortune” (Wagner 2016, p.279).

One important difference between the deal-making of political entrepreneurs and economic entrepreneurs is that the success of the latter can be measured by profit, which is usually a reliable indicator that the product meets consumers’ expectations. There is no similar indicator to enable political entrepreneurs to be held to account for the failure of policies to meet their purported objectives, let alone for any broader negative impacts on opportunities for human flourishing.

 Implications for entrepreneurial choices

Power-seeking political entrepreneurs have an obvious incentive to pander to the misconceptions and irrational preferences of voters by offering populist policies that are more closely aligned to those preferences. In my opinion, the response of some political entrepreneurs (from both conservative and progressive sides of politics) to reinforce false narratives is posing an increasing threat to economic freedom and prosperity in democracies. For example, a myth about the “hollowing out of American manufacturing” is currently supporting restrictions on economic freedom in the United States through imposition of higher import barriers. Phil Gramm and Donald Boudreaux have thoroughly debunked that false narrative (Gramm and Boudreaux 2025, pp.81-117).

There is also an incentive for political entrepreneurs to advance policies which increase the extent to which economic activity becomes subject to triadic relationships. The aim of such policies is to deliver benefits to politically powerful interest groups at the expense of consumers and taxpayers.

Observations about the prevalence of triadic relationships in politics bring to mind the definition of democracy as “two wolves and a lamb voting on what to have for lunch” (sometimes attributed to Benjamin Franklin without any supporting citation).

It is sometimes possible for political entrepreneurs to take advantage of triadic relationships and the willingness of voters to cling to irrational beliefs to pursue objectives that voters would not otherwise support. Wagner provides an outline of the process in his description of electoral competition:

“Within the triadic relationships associated with electoral competition … a political entrepreneur can construct a supporting coalition by crafting a transactional structure that entails gainers and losers, while at the same time generating a supporting ideological cover that softens and conceals the redistributive character of the transaction” (Wagner 2016, p.196).

The conceptual framework developed by Sharun Mukand and Dani Rodrik illustrates how such deceptive conduct can occur. Within that framework, political entrepreneurs discover identity and policy ‘memes’ (narratives, cues, framing) that shift beliefs about how the world works or a person’s beliefs about their identity and interests. Worldview politics and identity politics can complement and reinforce each other. In some instances, political entrepreneurs may induce a lobby group to push a particular policy because it has shaped their understanding of where their interests lie, rather than because the group has a vested interest in that policy (Mukand and Rodrik 2018).

The framework developed by Valentina Ausserladscheider also emphasizes that the strategies of political entrepreneurs are not determined solely by voters’ ideological positions. Innovative political entrepreneurs don’t offer the same policies as their competitors. They advance their political ambitions by focusing on niches in the marketplace of ideas that established parties do not satisfy, and on winning support by emphasizing the problem-solving capacities of their ideas. For example, the entrepreneurial strategy of “far-right parties” is linked to their “nationalist and nativist core ideology”, leading to policies such as immigration restrictions that are claimed to solve a range of problems. (Ausserladscheider 2022).

Ausserladscheider uses that framework to consider reasons for the political success of Jörg Haider, the leader of the Austrian Freedom Party, during the 1990s. Haider’s approach, based on a mix of authoritarian policies and policies to promote greater economic freedom, was particularly successful during a time of economic turmoil and uncertainty.

Political entrepreneurs seeking fame and fortune seem to be particularly attracted to deal making which expands public funding and regulation of infrastructure provision. The lack of clear measures of success in deal making in the political arena also makes also makes it easier for shysters and purveyors of inferior products to operate successfully in that arena.

This discussion of the incentives of political entrepreneurs to exploit voter misconceptions, promote triadic relationships, engage in deceptive conduct and participate in uneconomic deal making might cause some readers to wonder why democratic political systems have been as resilient as they have been. How is it that economic and political catastrophes have so far been largely averted in liberal democracies, given that political entrepreneurs have obvious incentives to engage in behaviour that could be expected to “kill the goose that lays the golden eggs”?

An obvious answer to that question is that political entrepreneurs often meet resistance when they seek to exploit the peculiarities of politics discussed above. Caplan has noted that established political leaders and parties have an incentive to think twice before caving in to popular misconceptions about the desirability of policies such as tariff protection because this poses the risk that they may become scapegoats for poor economic performance (Caplan 2007, pp.159-60). When voters have faith in political leaders, that allows leaders who are somewhat well-intentioned and less irrational some slack to circumvent their supporter’s misconceptions (Caplan 2007, p.181).

Mancur Olson provided an explanation by reference to the importance of encompassing political groups in a two-party system of government. He asserts that the leader of a party “whose clients comprise half or more of the society naturally is concerned about the efficiency and welfare of the society as a whole, particularly in comparison with lobbies for special-interest groups and congressmen accountable only to small districts” (Olson 1982, p.51). Party leaders certainly have an incentive to constrain deal-making that they consider is likely to have adverse impacts the party’s electoral prospects.

The next essay in this series, focuses on political entrepreneurship that occurs in liberal democracies in pursuit of economic and social objectives that have broad community support. It suggests that information constraints pose a challenge to successful pursuit of such objectives.

The adverse economic consequences of political entrepreneurship that seeks to exploit the peculiarities of politics as a form of business can also lead eventually to emergence of political entrepreneurs who propose reforms which aim to restore free markets. The scope for that to happen is explored in later essays in this series.

Part II: Can cultural values explain freedom levels?

The aim of this essay is to consider the extent to which differences in economic and personal freedom in different countries can be attributed to differences in underlying cultural values rather than to other factors – most particularly, the influence of political entrepreneurship and the ideologies adopted by governments.

There are reasons to expect interactions between economic and personal freedom to be mediated by economic development, change in cultural values and democratization. As discussed in Part I, there are strong grounds to argue that changes in the rules of the game which expand economic freedom often enable countries to experience more rapid economic development. There is also evidence that economic development leads to greater demand for democratization and cultural values supporting personal freedom.

Research by Ronald Inglehart illustrates some steps in the process by which an increase in economic development may generate pressure for greater personal freedom. He writes:

“Economic development seems to bring gradual cultural changes that make mass publics increasingly likely to want democratic institutions and to be more supportive of them once they are in place. This transformation is not easy or automatic. Determined elites who control the army and police can resist pressure for democratization. But development tends to make mass publics more trusting and tolerant and leads them to place an increasingly high priority on autonomy and self-expression in all spheres of life, including politics, and it becomes difficult and costly to repress demands for political liberalization” (Inglehart 2000, p.95).

Figure 1 suggests the existence of a weak positive relationship between economic freedom and an index of facilitating values developed by the author. The index of facilitating values reflects the priority that people in different countries place on autonomy, and the extent of interpersonal trust in different countries. Autonomy was allocated 75% of the weight and trust was allocated 25%. The index was constructed using values data derived from the latest round of the World Values Survey. Economic freedom is measured using recent data from the Fraser Institute. This index reflects many different indicators relating to size of government, legal systems and property rights, sound money, freedom of international trade and regulation. Figure 2 suggests the existence of a strong positive relationship between emancipative values and personal freedom levels. The concept of emancipate values was developed by Christian Welzel to measure the beliefs that people hold about such matters as the importance of personal autonomy, respect for the choices people make in their personal lives, having a say in community decisions, and equality of opportunity (Welzel 2013). Welzel’s research, using data from the World Values Survey, suggests that as economic development has proceeded, larger numbers of people have tended to adopt emancipative values in an increasing number of societies. The personal freedom component of the Fraser Institute’s Human Freedom Index incorporates indicators of rule of law, security and safety, freedom of movement, freedom of religion, freedom of association and civil society, freedom of expression and information, and relationship freedom (Vásquez et al. 2024). Economic freedom and personal freedom are strongly correlated (Vásquez et al. 2024, p.26). As discussed above, that can be partly explained by cultural intermediation. However, other processes may also be involved. For example, Milton Friedman suggested that economic freedom “promotes political freedom because it separates economic power from political power and in this way enables the one to offset the other” (Friedman 1982, p.9).

The outlier data points in Figures 1 and 2 have been labelled to draw attention to countries that have substantially different economic and personal freedom ratings than might be predicted from their underlying cultural values.

The historical role played by individual political leaders in bringing about some of those outcomes is obvious to anyone with a rudimentary knowledge of the political history of some of the labelled countries, e.g. Venezuela, Argentina, Iran and China. However, those are all countries with economic and/or personal freedom ratings substantially lower than might be predicted by underlying cultural values. It is more difficult to identify the contributions individual political leaders with institutional outcomes in countries with greater freedom than might be predicted from underlying cultural values. For the jurisdictions where that is possible, e.g. Chile and Singapore (for economic freedom) and Taiwan and South Korea (for personal freedom) the political leaders who come to mind are not libertarians – they are authoritarian figures who held power several decades ago. 

Similar conclusions about the influence of political entrepreneurship are obtained by identifying countries which have experienced greatest change in economic and personal freedom since 2000. It is generally much easier to identify individual political entrepreneurs who have contributed to institutional outcomes in jurisdictions that have experienced the greatest contraction of freedom than in jurisdictions that have experienced the greatest expansion of freedom (Bates 2025).

It should not be surprising that it is easier to identify individual political leaders who have contributed to low or declining freedom ratings. Political leadership in the countries concerned is, by definition, authoritarian, or becoming increasingly authoritarian. When governments have relatively high regard for individual liberty, political entrepreneurship tends to be more subtle, and less focused on national leaders.

The ideas reflected in underlying cultures, as represented in Figures1 and 2, clearly account for only a portion of the ideas (including ideologies) which influence institutional change. And the power of ideas is not the only factor involved. Interest groups also seek to change the rules of the game in their favour.

The issue of whether interests dominate ideas, or vice versa, has been discussed in the past. (See, for example, Barry 1985.) It is important to emphasize, however, that there are no automatic mechanisms to translate ideas and interests into institutional changes. Political entrepreneurs play a crucial role in determining which ideas and interests have greatest impact on the rules of the game.

The following essay considers similarities between political and economic entrepreneurship.

Part I: How is human flourishing linked to liberty?

As noted in the Preface, the purpose of the following discussion of the links between freedom and flourishing is to explain why this series of essays is focused on institutions relating to economic and personal freedom.

I adopt Douglass North’s definition of institutions as “the rules of the game in a society”, along with his more formal definition of institutions as “the humanly devised constraints that shape human interaction” (North 1990, p.3). North observed that institutions can be formal or informal. Formal institutions include constitutions, laws, and regulations. Informal institutions include codes of conduct, norms of behavior, conventions, and customs (North 1990, p.4).

The institutional changes that are of most interest for the purposes of this essay are changes in formal institutions that are reflected in levels of economic and personal freedom at a national level.

My understanding of the links between freedom and flourishing has been presented in Freedom, Progress, and Human Flourishing (Bates, 2021). In broad terms, the perspective adopted in that book is that institutional changes that result in greater freedom are generally desirable because they expand opportunities for individual flourishing. That perspective reflects my understanding of the nature of human flourishing and evidence of the importance of liberty to individual flourishing. A brief outline of the main points in that line of argument is presented below.

  1. Human flourishing is the process by which individuals actualize the potential that is inherent in their human nature. It entails the exercise of one’s practical wisdom, with integrity, in the pursuit of happiness in an objectively worthwhile life (pp.4-5).
  2. The basic goods of a flourishing human are a matter for ongoing reflection and discussion. I argue that individuals are flourishing when they are exercising wise and well-informed self-direction, accompanied by good physical health, psychological well-being and positive relationships with others, and are living in harmony with nature (pp.6-7).
  3. Wise and well-informed self-direction is of central importance to human flourishing because of the nature of humans as creatures who have potential to direct their own flourishing, in pursuit of goals which they determine for themselves. The exercise of self-direction helps individuals to maintain other basic goods that are necessary for the pursuit of chosen goals (pp.7-8, 12). The Neo-Aristotelian viewpoint in the first three points builds on earlier work by several different authors.
  4. Individuals flourish in mutually beneficial interactions with others. Adam Smith made a particularly important contribution in promoting that view (pp.49-50, 60-62, 68-9).
  5. Given the nature of individual flourishing as an inherently self-directed process, it is not possible for individuals to flourish unless their natural right to self-direction is recognized in social and political structures (pp.22-3). This discussion references a conceptual framework developed by Edward W. Younkins (Younkins, 2019).
  6. Norms of liberty solve the social problem of making it possible for individuals to flourish in different ways without the flourishing of one individual being given structural preference over that of others (pp.23-25). This discussion relies heavily on the views of Douglas Rasmussen and Douglas Den Uyl (Rasmussen and Den Uyl 2005).
  7. International comparisons of opportunities to obtain the basic goods of flourishing humans point to the importance of liberty, a culture of trust and high incomes as common elements explaining why opportunities have been greater in some countries than others. Liberty is of utmost importance to provide opportunities for well-informed self-direction. High incomes appear to be the most pervasive element, but liberty and a culture of trust have played an important role in facilitating the underlying development process that has enabled incomes to rise. (pp.65-76). 

The existence of a positive relationship between economic freedom and economic development has been well documented elsewhere (for example, Gwartney et al. 2024, pp.27-33 and the chapter by Kevin Grier and Robin Grier, pp.35-49).

The preceding discussion has focused on links between formal rules of the game and human flourishing. Informal institutions are also of interest because they can interact in important ways with the formal rules that determine economic and personal freedom. North observes that a change in formal rules or their enforcement “will result in a disequilibrium situation” and “give rise to efforts to evolve new conventions and norms” (North 1990, pp.87-8). He also makes the more fundamental suggestion that “constitutional forms are typically derivative”. In response to the claim that “the reason we are a free people is that we have certain constitutional forms”, North suggests that “it may just as easily be the case that the reason we have these constitutional forms is that we are a free people” (North 1990, p.60). North notes that informal constraints “come from socially transmitted information and are part of the heritage that we call culture" (North 1990, p.37).

In the following essay, I discuss the extent to which international differences in levels of economic and personal freedom reflect differences in cultural values rather than the influence of political entrepreneurship and accompanying ideologies.

Preface to a Series of Essays

“Entrepreneurship necessarily takes place within culture, it is utterly shaped by culture, and it fundamentally consists in interpreting and influencing culture.”

A few months ago, a kind person told me that “Freedom and Flourishing” had become more than just a blog. With that thought in mind, I have decided to try something new. I am proposing to present here a series of linked essays that can be read in much the same way as a journal article. Readers who wish to do so will be able to start at this Preface and read all the way through to the end, or alternatively, just read the essays that are of most interest to them. There will be links at the end of each essay to help readers to find their way to the next one and links at the beginning of each essay to help readers to find their way back to this Preface.

Some readers may notice that some of the material presented here has been published previously on this blog. The views presented in this series of essays have been more carefully considered but are still subject to revision.

Some readers will come to this series with the prior belief that political entrepreneurship has a negative impact on freedom and flourishing. Those of us who believe that people tend to flourish most fully when governments refrain from interfering with their lives may hold that belief. We certainly have good reasons to be skeptical about the impact of political entrepreneurs on human flourishing.

Nevertheless, if we are serious about promoting libertarian ideals, we cannot avoid considering the possibility that political entrepreneurship might have a role to play in getting us from where we are now - or where we seem to be heading - to a political and legal order that is more conducive to human flourishing.

In my view, it is important to obtain a better understanding of political entrepreneurship at this time because many voters in liberal democracies seem to have become increasingly dissatisfied with conventional centre-left and centre-right political leaders. Unfortunately, there seems to be increasing support in liberal democracies for leaders who propose rule changes which are likely to have detrimental impacts on prospects for freedom and flourishing. That support seems evident on both the progressive and conservative sides of politics.

In that context, it is particularly important to understand the contribution that political entrepreneurship has made to the problems that voters perceive, and the likely consequences of the alternative approaches to political entrepreneurship that are currently on offer.

The analytical approach adopted here has been influenced by entangled political economy as explained by Richard E. Wagner. According to that approach, both “polity and economy are arenas of practical action that operate in similar but not identical fashion” (Wagner 2016, p. 64).

Wagner’s approach recognizes the importance of individual action:

“The framework of entangled political economy accommodates recognition that societies change only through individual action inside those societies, and with those actions spreading within the society according to the receptivity of other members of that society to those changes” (Wagner 2016, p. 138).

As Chris Matthew Sciabarra has suggested, to understand institutional change we need to recognize interactions between personal, cultural and structural (political-economic) considerations. Sciabarra has discussed the nature of those interactions using a Tri-Level Model which builds on Ayn Rand’s conceptual framework (Sciabarra 2000, pp. 379-83). He emphasizes that although the personal, the cultural, and the structural can be analyzed separately, they can never be “reified as wholes unto themselves” (Sciabarra 2000, pp. 379-80).

I believe that the concept of political entrepreneurship is necessary to an understanding of institutional change for much the same reason that the concept of economic entrepreneurship is necessary to an understanding of technological change. The focus of the series is on how political entrepreneurship shapes the formal rules that govern economic and personal freedom across jurisdictions.

These essays draw heavily upon the insights of Don Lavoie in considering the nature of political entrepreneurship. In the passage quoted in the epigraph, Lavoie was writing about economic entrepreneurship. He argued that the “seeing of profit opportunities is a matter of cultural interpretation” (Lavoie 2015, p. 51). However, the idea that entrepreneurship consists in “interpreting and influencing culture” seems particularly relevant to political entrepreneurship.

What Lavoie means by culture is “the language in which past events are interpreted, future circumstances are anticipated, and plans of action are formulated.” (Lavoie 2015, p. 49).

He explains that he views culture as a discourse. In that context: “entrepreneurship is the achievement not so much of the isolated maverick who finds objective profits others overlooked as of the culturally embedded participant who picks up the gist of a conversation” (Lavoie 2015, p. 51).

Essays in this series will discuss the implications of significant differences that exist between political and economic entrepreneurship. In politics, voter choices are weakly linked to individual outcomes, decision-making often involves triadic relationships, and political marketing allows greater scope for deception. Moreover, political deal-making lacks a clear success metric comparable to profit in markets, and institutional incentives may attract opportunists rather than principled leaders.

I acknowledge, however, that many political entrepreneurs are motivated by a desire to achieve economic and social objectives that are widely supported in the communities they live in. They are confronted by information constraints. It is often impossible for a central authority to possess and process all the knowledge needed to achieve social and economic objectives without producing adverse, unintended consequences. As new policy initiatives are implemented to reduce those adverse consequences, economic freedom is often further reduced, and adverse economic and social impacts tend to multiply.

Political leaders seeking to restore economic freedom face challenges including entrenched interests and institutional path dependence. Changing formal rules is insufficient without corresponding changes in norms and incentives. I maintain that institutional reform is not solely about electing better leaders at a national level.

In advocating that the social sciences should pay more attention to the role of political entrepreneurship, I am certainly not attempting to promote a “great man theory” of institutional change. Political entrepreneurs rarely act alone, and their influence is constrained by a range of factors that are present to varying degrees in the societies in which they function.

Crucially, libertarian political entrepreneurs are unlikely to have a lasting impact on freedom and flourishing if their influence is confined to national politics. A national leader may play a pivotal role in sweeping away accumulated regulation but a culture supporting liberty and individual flourishing cannot be established and maintained unless many individuals undertake frequent acts of political entrepreneurship in their day-to-day interactions with others.

The structure of the series is as follows:

Part I provides a brief discussion of the links between freedom and flourishing to explain my reasons for focusing on institutions relating to economic and personal freedom. It also explains the meaning of institutions, institutional change, and political entrepreneurship.

Part II considers the extent to which differences in economic and personal freedom in different countries can be attributed to differences in underlying cultural values. It concludes that prevailing culture at a national level offers only a partial explanation of differences in economic and personal freedom levels. There is much left to be explained by other factors, particularly the influence of political entrepreneurship on the ideologies adopted by governments.

Part III discusses similarities between political and economic entrepreneurship.

Part IV discusses the incentives that political entrepreneurs are faced with in the context of the characteristics of politics that make it a peculiar business.  

Part V discusses the motives of political entrepreneurs and the impact of information constraints on pursuit of economic and social objectives.

Part VI considers the consequences of institutional path dependence, first in slowing the emergence of interest group politics and associated detrimental impacts on economic dynamism, and second in making it more difficult for reform-minded political entrepreneurs to restore economic freedom.

Part VII considers whether heroic political entrepreneurship has potential to promote freedom and flourishing. It urges that political entrepreneurship be perceived more broadly than in terms of government leadership.

Part VIII summarizes the series and concludes.

Is it too soon to be asking in what part of the world will the next golden age be located?

 


The question posed above occurred to me as I was reading the final pages of Johan Norberg’s latest book, Peak Human: What We Can Learn from the Rise and Fall of Golden Ages.


Johan Norberg is a senior fellow at the Cato institute. He is a historian of ideas and a prolific author. If Norberg has a fan club, I might qualify for honorary membership. I have written about some of his previous books on this blog (here and here) and have read others.


Norberg explains what he means by a golden age in these terms:

“A golden age is associated with a culture of optimism, which encourages people to explore new knowledge, experiment with new methods and technologies, and exchange the results with others. Its characteristics are cultural creativity, scientific discoveries, technological achievements and economic growth that stand out compared with what came before and after it, and compared with other contemporary cultures. Its result is a high average standard of living, which is usually the envy of others, often also of their heirs.”

The author suggests that the most important precondition for a golden age is “an absence of orthodoxies imposed form the top about what to believe, think and say, how to live and what to do.” He doesn’t present the golden ages he has identified in utopian terms. He acknowledges that countries concerned all practiced slavery, denied women basic rights and “took great delight in exterminating neighbouring populations”.

As implied in the epigraph, Norberg argues that civilizations decline when they lose cultural self-confidence. He suggests that episodes of creativity and growth are often terminated because of the perceived self-interest of people who fear change and feel threatened by it. Free speech is replaced by orthodoxies and free markets are replaced by increased economic controls. The fears of those seeking stability and predictability often become self-fulfilling.

 In my view, Norberg has done an excellent job in explaining why golden ages have emerged and disappeared at different times in different parts of the world.

However, I think there may be an omission in the author’s identification of golden ages. I will briefly discuss that before focusing on the question of whether the Anglosphere is in decline.

Identifying golden ages

Norberg discusses seven golden ages in his book. Since he doesn’t provide a summary timeline showing their duration, I asked ChatGPT to construct the following:

  • Athens: 480–404 BC
  • Rome: 27 BC–AD 180
  • Abbasids: 750–950
  • Song dynasty: 960–1279
  • Renaissance Italy: 1490–1527
  • Dutch Republic: 1609–1672
  • Anglosphere: c. 1688 onward.

If that timeline is broadly correct, it suggests that the largest gap between golden ages occurred between the end of the golden age of Rome and the beginning of the golden age of the Abbasids. What was happening at that time? Although the golden age of Rome may have ended around 180, following the death of Marcus Aurelius, the decline and fall of the Roman empire took a few more centuries. The last emperor of the Western Roman empire was deposed in 476. Plato’s Academy in Athens apparently continued to function until 532, when the seven last philosophers left to seek refuge with the Persian king. Interest in Greek philosophy grew in Persia during the 6th and 7th centuries, partly because of the presence of scholars associated with schismatic Christian sects.


As I was pondering what was happening between 180 and 750, I began to wonder whether India’s golden age might have been worth discussing in this book. While visiting India last year I read William Dalrymple’s book, TheGolden Road: How Ancient India Transformed the World. As well as discussing India’s impact on religion and culture throughout much of Asia, Dalrymple. points out that over the period from about 250BC to AD 1200, India was an important centre of commerce and trade, and an innovator in fields such as astronomy and mathematics.

India was the source of the numerical system with 10 digits including zero, that we use today. Norberg mentions that important contribution, but Dalrymple discusses it at greater length.

Another fascinating topic discussed by Dalrymple is the close relationship between the merchant classes of early India and the Buddhist monastic movement. Dalrymple emphasizes the importance of trade between India and the Roman empire. He notes that as the Roman empire crumbled, India’s trade with Europe was replaced by expansion of its trade with south-east Asia.

Is the Anglosphere in decline?

The Anglosphere refers to those nations where the English language and cultural values are dominant. Few would dispute that over the last couple of centuries the Anglosphere, first led by Britain and then the United States, played a leading role among nations in demonstrating the benefits of liberal democracy, free markets, technological innovation, and free international trade. Life in the Anglosphere has been far from ideal even in respect of those criteria, but there can be no doubt that we have been living in an age of widespread prosperity that is without historical precedent. As Norberg points out, the whole world has benefited from the spread of golden-age conditions fostered by the Anglosphere, with global extreme poverty declining from 38 to 9 percent in just the period since 1990.

However, Norberg notes that “many ominous signs of decline are clearly present in our time”. He mentions the “hubristic overreach” of U.S. attempts to reshape the Middle East through military interventions in Afghanistan and Iraq, the financial crash of 2008, and the growth of “crippling public debt”. He suggests that a series of crises, including the Covid pandemic, have fostered “a sense that the world is dangerous and that we need to protect ourselves from it”. He writes:

“Most worryingly, rich counties have experienced a major backlash against globalization and trade, and immigrants have become scapegoats, just as they were in so many other eras of decline, potentially shutting us out from our most potent source of constant revitalization.”

Norberg notes that both China and Russia “have recently taken a totalitarian turn and are working hard to devastate neighbours”. He suggests, nevertheless, that Russia and China will have a hard time trying to challenge the Anglosphere-led world order because it will be difficult for them to find reliable friends among advanced states. 

Unfortunately, in the short time since the book was written, the government of the United States has adopted an international stance that seems to be inconsistent with the continued existence of an Anglosphere-led world order. Countries that have long regarded themselves as allies of the U.S. are now forced to contemplate seriously how they can best protect their own interests if the U.S. pursues isolationist policies.

The book ends on a somewhat optimistic note. The author observes that there are roughly fifty prosperous, open societies around the world. If one of them fails, “that will not stop others from picking up the torch”. He adds:

“That prompts the question of where the next golden age will come from.”

After considering various possibilities, however, he suggests that “perhaps this is the wrong way to look at it because we now have a “truly global civilization” in which every literate person anywhere in the world can draw upon the accumulated knowledge of humanity and learn skills in any field. In that context, “no one country can hold a monopoly on the ideas that can make them prosper”.

I agree with the general thrust of that argument. The technology required for future golden ages is not deposited in a library that can be easily destroyed. However, the geographical location of societies that are open and prosperous is still an issue worth considering. It isn’t much consolation for citizens in the United States, Britain or Australia to know that their children and grandchildren may be able to draw upon the accumulated knowledge of humanity and learn skills in any field, if institutional change impinges adversely on their incentives to do such things. Opportunities for human flourishing depend on whether political entrepreneurs will restore and maintain sufficient economic freedom.

It is in that context that I ask: Is it too soon to be asking where the next golden age will be located?

I suggested an optimistic answer to that question in Chapter 6 of Freedom, Progress, and Human Flourishing. Looking beyond looming economic crises, I am still optimistic that the governments of most liberal democracies will eventually introduce institutional reforms to enable the drivers of progress to restore growth of opportunities.

Are declining economic growth rates likely to have undesirable impacts on social attitudes?

 


Research for an earlier essay on this blog led to the conclusion that declining economic growth rates in high income countries are likely to cause an increasing proportion of the population of those countries to feel that their standard of living is worse than that of their parents at a comparable age, and therefore to experience lower average life satisfaction. In this essay I extend that analysis to consider the social attitudes of people in the USA, Britain and Australia who feel worse off than their parents.

In the previous study I used data from the World ValuesSurvey to examine the relationship between the perceptions of respondents about their standard of living relative to their parents at a comparable age and economic growth in the countries in which they reside. That data was then linked to average life satisfaction.

The main findings were:

  • Perceptions of standard of living relative to parents are positively related to past economic growth experience of the countries in which people live.
  • In the high-income countries, low growth has a greater adverse impact on young peoples’ perceptions of their standard of living relative to parents than on the corresponding perceptions of old people.
  • The perception of having a lower standard of living than parents at a comparable age has a substantial adverse impact on life satisfaction ratings.

These findings imply that lower economic growth rates would be likely to result in an increasing proportion of the population having lower living standards than their parents, and hence, lower average life satisfaction. The psychic costs of adjustment to lower economic growth would initially fall most heavily on young and middle-aged people.

Those findings raise questions about likely changes in social attitudes if economic growth prospects continue to decline in high-income countries, resulting in an increasing proportion of people who feel worse off than their parents were at a comparable age. This essay uses World Values Survey data to explore how some of the social attitudes of people who perceive themselves to have a lower standard of living that parents differ from those of the rest of the population.

I focus on three high-income countries – USA, Britain and Australia. The USA survey was undertaken in 2017, the British survey in 2022, and the Australian survey in 2018.

Figure 1 provides further evidence that people in the USA, Britain and Australia tend to have lower average life satisfaction if they perceive that their standard of living is lower than that of their parents.

 


Demographics

Figure 2 indicates that people who perceive themselves to be “worse off” than their parents tend to be concentrated in the 25-54 age groups.

 


Figure 3 suggests that the sex composition of those who feel “worse off” than their parents differs somewhat by age group in the countries considered, but I have no idea why. There appears to be a higher percentage of young women in that category in Australia, a higher percentage of women in the 30-49 age group in Britain and a higher percentage of older women in the United States.

 


Work and Success

Figure 4 indicates that those in the “worse off” category are less likely to agree that hard work brings a better life.

 


Attitude to Migrants and Migration

The only conclusion I can draw from Figures 5 and 6 is that Australians who feel “worse off” than their parents tend to have more negative attitudes toward migrants and immigration than those who feel better off or about the same.

 



Trust
Figure 7 suggests that a lower percentage in the "worse off" category say most people can be trusted.


Figure 8 suggests that a lower percentage of those in the "worse off" category have confidence in the justice system.



Priority given to Freedom

Figures 9 and 10 suggest that there is not much difference between the three groups in terms of priority given to freedom. Slightly fewer of those in the “worse off” category tend to give freedom higher priority than equality. Surprisingly, in Australia and Britain, slightly more of the people in that category tend to give freedom higher priority than security.

 





Government objectives

Figure 11 indicates that those in the “worse off” category are more inclined to want government to take more responsibility to ensure everyone is provided for. The percentages shown are for the top 3 ratings on a 10 point scale.

 


Figure 12 indicates that those in the “worse off” category are less inclined to give high priority to economic growth. Respondents were asked to select from a list which national aim should be given highest priority. Other items on the list include having strong defence forces and individuals having more say in decision making.

 


Politics

Figure 13 suggests that those in the “worse off” category are no more interested in politics than other people in the countries considered.

 


Figure 14 suggests that people in the “worse off” category are no more likely to consider that it is good to have a strong political leader.

 


Figure 15 suggests that people in the “worse off” category are no less likely to consider that democracy is important.

 


Figure 16 suggests that people in the “worse of” category are less likely to be satisfied with political system performance than are people in the other categories.

 


Figure 17 suggests that people in the “worse off” category are as strongly opposed to political violence as are people in the other categories.

 


Conclusions

The social attitudes of people who perceive their standard of living to be worse than that of their parents at a comparable age are similar in many respects to those of people who perceive their standard of living to be better or about the same as that of their parents.

However, there are some important differences. People who perceive their standard of living to be worse than that of their parents at a comparable age are more inclined to:

  • Skepticism about hard work bringing a better life;
  • Pessimism about trustworthiness of others and lack of confidence in the justice system;
  • Collectivism in terms of responsibility for the wellbeing of citizens;
  • Negativity about giving high priority to economic growth; and
  • Dissatisfaction with political system performance.

That combination of attitudes seems likely to be self-perpetuating because it is likely to promote policy responses that will lead to lower economic growth and a further increase in the proportion of the population who perceive their standard of living to be worse than that of their parents. Adoption of more market-friendly economic policies to facilitate higher economic growth seems unlikely to occur before that course of action becomes more obviously necessary to avert major economic crises.
